The WFP Zimbabwe Country Office is now in its third year of implementing its 5-year Country Strategic Plan (2017 – 2021). While maintaining its strong humanitarian assistance capacity, WFP is focusing on supporting long-term social protection and resilience-building activities to achieve Zero Hunger.

ORGANIZATIONAL CONTEXT

These jobs are found in Harare Field Office, and job holders typically report to the Head of Field Office or Programme Policy Officer or Programme Associate. 

The Monitoring Assistant will coordinate and monitor implementation of all WFP Zimbabwe Country Strategic Plan (CSP) within a specified area under the Harare Field Office. The incumbent is expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices and be able to recommend a course of action to staff at various levels. The Monitoring Assistant is required to use judgment in dealing with unforeseen operational problems daily.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

Verify and monitor the planned movements, deliveries and distribution of food/cash or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.

Collect and summarise assistance programme(s) and food security data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.

Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.

Arrange for regular meetings with district stakeholders, community leaders and cooperating partners on cash sisbursement arrangements, entitlements and other relevant issues to support effective communication flow and efficient operations.

Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.

Review the work of Cooperating Partner and Financial Service Provider providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. Initiate and track Cooperating Partner performance through timely planning and review of agreed upon Key Performance indicators (KPIs).

Follow up on toll-free issues from operational area ensuring timely feedback is provided to callers and updates shared with supervisor within the stipulated timelines

Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.

Ensure that all crosscutting issues like gender, nutrition, social protection and environmental issues are integrated in all programme implementation.

Perform other duties assigned by the supervisor.

Data Analytics and Visualization Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries
planned and reached for all programme assistance modalities and activities.
Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
STANDARD MINIMUM QUALIFICATIONS

Completion of a post-secondary qualification in the related functional area.  A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.

Knowledge of food security and livelihood assessment conceptual frameworks.

At least 5 years experience in basic food security and market analisis and reporting.

Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages

Fluency (level C) in English language and Shona.

KEY DELIVERABLES
  • Timely preparation of programme monitoring plans and compilation and submission of monitoring reports
  • Timely generation of SCOPE distribution lists as per WFP guidelines
  • Timely submission of district level output data Explanatory Notes, Food distribution reports, cash reconciliations, Indicator tracking tables for Resilience building activities and up to date complimentary trackers
  • Constant engagement with programme partners and stakeholders through minuted meetings and well documented joint monitoring visits.
  • Good internal and external stakeholder engagement.
  • Timely submission of followed up community feedback issues as per WFP accountability guidelines.
  • Clean monitoring datasets
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has some experience utilizing WFP monitoring and evaluation systems and standards.
  • Good computer skills, including work processing, spread sheets and other software packages
  • Time management and ability to prioritise.
  • Good reporting and communication skills.
