Purpose of the Position
To manage the WHO Country Office vehicle fleet, ensuring that vehicles are properly equipped, fully functional and that sound procedures for vehicle maintenance, maintenance of insurance, vehicle tools, log books and related guidelines are implemented.
Objectives of the Programme and of the immediate Strategic Objective
To eradicate polio from Pakistan as per the objectives laid out in the Global Polio Eradication Initiative (GPEI) End Game and Strategic Plan 2019-2023 as well as to reduce morbidity and mortality of other EPI target diseases.
Summary of Assigned Duties
Develop fleet policies and procedures that can serve to maintain and monitor all safety standards in compliance with regulations.
Ensure all WHO vehicles are properly equipped, maintained and available at all times, confirm the availability and good functioning of communications, safety and extra equipment, spare parts.
Optimize vehicular utilization, and ensure value for money through the implementation of a robust fleet management system that includes vehicular tracking, in-depth analysis of vehicular utilization, fuel usage, and cost review
Review the transportation needs for field activities and provide information to determine the appropriate utilization of funds provided for this purposeAssess the current status of the fleet to identify maintenance demands and recommend maintenance plans and servicing schedules; prepare a vehicle replacement plan, including details required to establish a running cost budget liaise with counterparts from the local authorities to obtain proper clearances and permits including dealing with delivery of vehicles, and ensuring that all paperwork for all WHO vehicles are in proper order
Prepare contractual service agreements with accredited vehicle dealers for maintenances of vehicles following the procurement procedures and in coordination with the WCO procurement team.
Within an agreed upon framework, collaborate with other UN agencies, international partners and NGOs, and as necessary, share experience, and provide assistance.
Support staff on the use of vehicles and equipment and assist in the training of all drivers; provide trainings on fleet maintenance to all logistics assistants both federal and provincial offices; provide an Advanced Safe Driver Training (ASDT) to all WHO drivers in Pakistan
Advise fleet management unit on vehicle matters including but not limited to licensing, inspections, registrations and insurance.
Develop an effective reporting system to ensure that services are provided properly and in a timely fashion.

Functional Knowledge and Skills

Education Qualifications
Essential - University degree in engineering, mechanics or logistics and supply management.
Desirable - Professional certification in areas such as transport and/or logistics operations management. Training or knowledge of information management systems and their application to logistics, transport or supply management and monitoring.
Experience
Essential - Minimum Five yearsâ experience in providing support to fleet logistics operations in humanitarian situations and/or experience in logistics coordination, procurement and supplies (CIPs Levels) with UN agencies, NGOs or international organizations/institutions.
Desirable - Extensive years of experience of working in UN system or WHO at country or field offices in emergency activities.
Use of Language Skills\: Excellent knowledge of English and local language
Other Skills (e.g. IT)\: Proficiency in Microsoft Office, Excel as well as applications such as Global inventory management system and fleet management. Proficiency in GIS software.
