Job Description

CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in Baghdad, SAD, Anbar, Kerkuk and Mosul.

Child protection (CP) concerns continue to be a significant issue in Iraq, and humanitarian actors continue to observe a high prevalence of negative coping strategies, including child labor and child/early marriage, and psychosocial distress and violence at home towards IDP and returnee children. In addition, these children face multiple barriers to accessing quality education, such as widespread destruction of infrastructure, limited service provision and burdensome costs for transportation and education materials. There is also an urgent need for social and emotional as well as academic support to be able to recover and learn. The IRC delivers a comprehensive range of child protection programs to returnees, IDPs and host communities across Ninewa (Mosul and Sinjar) and Anbar (Ramadi and Ana), including child protection case management, psychosocial support and resilience activities as well as community-based child protection and capacity building. In Sinjar, the IRC delivers school-based and informal educational programs that support teachers, schools, students and families.

Job Overview/Summary:

Under the direct supervision of the CYPD information management officer, The information management assistant contributes to enhancing the quality of the IRC Humanitarian Response programming through ensuring at least the minimum quality standards are applied in monitoring measures. He/she contributes toward the relevance, effectiveness and efficiency of IRC. In addition to program data management for quality purposes.

Job Responsibilities

  • Data Collection and implementations
  • Oversee quantitative and qualitative data collection activities conducted by program staff.
  • Archiving data (M&E) documents in organized way as soft and hardcopies.
  • Translation to the best of the employee abilities

  • Technical Support To Program
  • Participate in to the capacity building process of Programs’ staff on data collection methodologies through trainings and follow up
  • He\she will be the focal point in the field to provide the support to the team when data collection process is active.
  • Do data quality check on separate periods?
  • Provide support for data collection activities especially supporting the team in using the tablets and data collection application.
  • Provide technical support and oversee surveyors and enumerators

  • Data And Reporting
  • Proactively identify and troubleshoot gaps or issues in data and information management practices and processes, escalating issues to the IM officer.
  • Entering and cleaning the data collected by program and M&E including monitoring activities and program data.
  • Prepare informative field reports, identify challenges and make relevant recommendations on a regular basis.
  • Conduct data quality checks in the field and ensure accuracy and completeness of survey questionnaires.

Key Working Relationships:

 

Position Reports to:CYPD Data and Information Management Officer in Erbil
Position directly supervises:-

Indirect Reporting: Child Protection Managers, Education Managers.
Other Internal and/or external contacts:

Internal: Child Protection and Education Officers and Managers; MEAL Officers and Managers; FARM Officers and Manager

External: Child Protection Sub-Cluster IM Officer, Save the Children focal point and other relevant interagency IM counterparts


Qualifications

Job Requirements:.

Education: Relevant university degree or diploma,

Work Experience: 2 years of relevant work experience, with a focus on data and information management, monitoring & evaluation; NGO experience in the protection or education sector is an advantage

Demonstrated Skills and Competencies:

·Experience in participatory assessment, monitoring and evaluation, training and facilitation, data processing or analysis

·Good knowledge of and experience with humanitarian guidelines and principles

·Ability to travel to different project sites as needed.

·Demonstrated ability to manage data collection processes and improve data collection systems

·Comfortable conducting quantitative analysis on a variety of data sets

·Highly organized and extremely detail oriented with regards to data entry and quality control

·Clear and effective communicator, both written, visual (i.e. graphs/charts) and verbal

·High level of initiative and proactive approach to building relationships; a team player

·Flexible and focused on identifying possibilities and solutions

·Advanced knowledge and skills in Microsoft Excel, CommCare, Kobo, etc., including creating tables and forms, data extraction and analysis, using pivot tables, and charting/visualizing data.

·Committed to improving the lives of vulnerable girls and boys

Language Skills:Fluency in Arabic and good working knowledge of English

Certificates or Licenses:

 

Working Environment: This position will be Assistant-based in Mosul with regular travel to field offices in Sinjar.
