Job Description

CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in Baghdad, SAD, Anbar and Mosul.

Child protection (CP) concerns continue to be a significant issue in Iraq, and humanitarian actors continue to observe a high prevalence of negative coping strategies, including child labor and child/early marriage, and psychosocial distress and violence at home towards IDP and returnee children. In addition, these children face multiple barriers to accessing quality education, such as widespread destruction of infrastructure, limited service provision and burdensome costs for transportation and education materials. There is also an urgent need for social and emotional as well as academic support to be able to recover and learn. The IRC delivers a comprehensive range of child protection programs to returnees, IDPs and host communities across Ninewa (Mosul and Sinjar) and Anbar (Ramadi and Ana), including child protection case management, psychosocial support and resilience activities as well as community-based child protection and capacity building. In Sinjar, the IRC delivers school-based and informal educational programs that support teachers, schools, students and families.

Job Overview/Summary: The CYPD Data and Information Management Officer is a new position, responsible for supporting the systematic and accurate data collection, analysis and internal/external reporting of data and information across child protection and education. This role works closely with the field teams to develop strong and harmonized systems for data collection that enable timely reporting and the use of data to inform programming. This is a dynamic role that involves data entry, extraction and validation, as well as coordination and presentation of information and analysis. It is a great opportunity for a creative problem-solver who is detail-oriented, an excellent communicator and team player, and committed to capturing and using data to better protect and empower children and families.

 

Major Responsibilities:

  • Maintain day-to-day oversight of data collection across all program activities to ensure it is up-to-date, accurate and in line with interagency standards of age and gender disaggregation
  • Minimize any backlog by supporting data entry and regularly reviewing data quality
  • Contribute to improved data collection through: revising old or uploading new forms/templates, updating databases, clarifying indicators and calculations, and training the team on data collection tools, etc., in coordination with the MEAL team
  • Proactively identify and troubleshoot gaps or issues in data and information management practices and processes, escalating issues to the CYPD Coordinator as needed
  • Regularly update indicator tracking sheets for active grants and generate reports based on the data to meet donor requirements and support program design and development
  • Liaise with internal and external counterparts to ensure timely and appropriate sharing of data and information, such as sharing beneficiary count reports with MEAL team, providing annual statistics to technical units at HQ and updating interagency data platforms, specifically Activity Info
  • Work closely with the CPIMS+ Focal Point (TBC) to support the data and information managements aspects of the transition to the CPIMS+ (i.e. managing users and configuration, running reports, identifying issues, etc.)
  • Monitor and support work done by Assistants, enumerators or others tasked with CYPD-related data entry
  • Strengthen digital data collection and analysis, using CommCare, Kobo or other tools
  • Monthly extraction and cleaning of data on activities and obtaining/cleaning data from Save the Children for Youth Resilience curriculum in order to support team with reporting
  • Complete additional tasks as required

Qualifications

Job Requirements:.

Education: Relevant university degree

Work Experience: 2-4 years of relevant work experience, with a focus on data and information management, monitoring & evaluation; NGO experience in the protection or education sector is an advantage

Demonstrated Skills and Competencies:

·Demonstrated ability to manage data collection processes and improve data collection systems

·Comfortable conducting quantitative analysis on a variety of data sets

·Highly organized and extremely detail oriented with regards to data entry and quality control

·Clear and effective communicator, both written, visual (i.e. graphs/charts) and verbal

·High level of initiative and proactive approach to building relationships; a team player

·Flexible and focused on identifying possibilities and solutions

·Advanced knowledge and skills in Microsoft Excel, CommCare, Kobo, etc., including creating tables and forms, data extraction and analysis, using pivot tables, and charting/visualizing data.

·Committed to improving the lives of vulnerable girls and boys

Language Skills:Fluency in Arabic and very strong working knowledge of English

Working Environment: This position will be officer-based in Erbil with regular travel to field offices in Ninewa and Anbar.
