Description of task

Under the direct supervision of the Child Protection Specialist inthe Child Protection Section of UNICEFthe UN Volunteer will undertake the following tasks:

  • Provide support to roll-out of alternative care guidelines during the COVID19 response: with guidance from supervisor, support the development and implementation of simplified guidelines of minimum standards of care based on alternative guidelines for alternative care interventions during COVID19 response.
  • Provide technical assistance to DPGCAS in nine provinces for the quality control of reintegration of children and alternative care modalities during COVID19 response: assist the DPGCAS in the improvement of supervision tools, and application of relevant standards during the process of reintegration of children in families. advise DPGCAS in situation where social workers identification and submission of legal requests for foster care families and institutional foster care processes require the involvement of the Attorney General at provincial level; advocate and assist in the formalization of centers who meet the required standards.
  • Establish contacts and linkages with civil society partners working with family reunification and alternative care: map organizations and services for family reunification, alternative care; training and support to alternative care families, nationally and regionally. This mapping will support in identification of good practices and partnerships during, and post COVID19;
  • Support CAP in the implementation of the C4D strategy on Alternative Care, during and post-COVID19: With MGCAS, UNICEF has developed a C4D strategy for alternative care. The objective is to promote family care, prevention of separation of children from their families, and provision of alternative care when it proves impossible for children to stay with biological families.
  • Provide technical assistance to the MGCAS for the roll-out of the Cadastro Nacional da Protecção Alternativa at provincial level (11 provincial DPGCAS and Judiciary): the UNV CP Officer will be required to support the Directorate of Children Affairs (MGCAS) in definition of a road-map for the roll-out of the task; support in the planning and organizing of the training activities in the targeted provincial; provide technical assistance during the implementation of the activity, present or remote (as necessary); monitor and document results of the implementation; document lessons and identity arising needs for the efficient implementation of the national registry.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

A university degree in one of the following fields is required: social science, social work, psychology, sociology or another relevant technical field.

Required experience: 36 Months Experience remark:

A minimum of three years of professional experience in project management of social or community development; provision of technical assistance for service delivery, to government and/or civil society organizations in Mozambique; knowledge and experience in implementation of national legislation pertaining to children and families is a requirement.
