Purpose of the consultancy

The overall purpose of the consultancy is to assist the AMR and IPC unit at WHO/EMRO to design advocacy and Information, Education and Communication (IEC) materials for injection safety and infection prevention and control for both healthcare workers and community at all health care levels of Sindh province, Pakistan.

Background

HIV continues to be a major public health issue in Pakistan as at the end of April 2019. Authorities announced the current outbreak of HIV in Larkana, Sindh Province, Pakistan with more than 1220 people newly diagnosed with HIV, with children accounting for 80% of the confirmed cases. Although further investigations are being conducted to uncover the cause of the outbreak; poor infection control practices (IPC) including a lack of sterilization and the reuse of syringes and drips, could be a factor which has drawn global attention, and highlighted the need for immediate containment and response measures as well as longer term efforts to strengthen IPC measures and promote awareness of the safety standards at national and health care facility levels.

IEC activities and awareness campaigns have proved to play a vital role to assure patient and HCWs safety through dissemination of correct information and messages that promote behavior change to adopt the appropriate standards and to influence decision makers and opinion leaders to advocate for improvement of the current situation. In this regard, the consultant will assist WHO/EMRO and Pakistan to design and develop IEC material and tools to enhance awareness and improve the injection and IPC practices throughout the health care facilities of Sindh province, Pakistan.

Planned timelines

Start date\: 01/8/2020

End date\: 30/05/2021

Work to be performed

Output 1\: Information, education and communication (IEC package) for injection safety and infection prevention and control developed, pretested and implemented.


Deliverable 1.1. Provide technical input, produce and develop IEC tools and materials to promote injection safety and IPC among all health care levels of the province.

Deliverable 1.2. Collaborate with implementing partners for pretesting of materials to allow the evaluation of messages and materials with regard to acceptability and potential impact before mass production and distribution.

Deliverable 1.3 Assist in finalization of the IEC materials and facilitate translation and utilization at healthcare facilities and community.

Required Qualifications

Education\: University degree in media, communication, arts, graphic design or equivalent.

Experience

Minimum 1 year of previous experience in developing Information education and communication (IEC) materials for infection prevention and control.


Good command in visual arts (hand-drawing, graphic design, animated videos, etc.) Excellent knowledge of graphic design tools and software (e.g. Adobe package or equivalent)

Language
Excellent knowledge of English and Arabic is required.

Eastern Mediterranean Regional Office (EMRO), Cairo, Egypt

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

The Consultant is expected to travel to Pakistan and other priority countries according to an agreed upon travel plan and schedule.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements\: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
