Background and Rationale

The Spotlight Initiative was launched in September 2017 by the European Union (EU) and the United Nations (UN) to eliminate all forms of violence against women and girls worldwide. This partnership aims to mobilize commitment of political leaders, contribute to the achievement of the Sustainable Development Goals (SDGs) and end all forms of violence against women and girls. The overall vision of the Spotlight Initiative in Zimbabwe is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive Zimbabwe. This will directly contribute to Zimbabwe’s achievement of three of the country’s prioritized Sustainable Development Goals (SDGs): Goal 5 on Gender Equality, Goal 3 on good health and well-being and Goal 16 on inclusive and peaceful societies.

The programme seeks to address the Sexual Reproductive Health Rights (SRHR) needs of all women and girls using a life-cycle approach. The geographical scope of the SI in Zimbabwe includes five provinces and 23 Districts[1] (two of which are large, impoverished urban settlements of Harare – Epworth and Hopley). The four main target groups identified for the Zimbabwe SI are: (1) women and girls living in the rural areas; (2) women and girls in the most impoverished communities in an urban Province; (3) women and girls with disabilities; and (4) women living with HIV, with a specific focus on young women and adolescent girls.

Overall Purpose

UNICEF therefore seeks to enlist the services of a Consultant who will develop a Socialization Toolkit for Sexual & gender-based violence (SGBV) prevention, community engagement, interpersonal communication, and social norms amongst indigenous and faith-based socialization structures including in humanitarian situations (COVID-19). The Consultant is being sought to support development of a socialization toolkit for faith based and indigenous group in order to address SGBV/HP prevention in Zimbabwe.

 

Specific objectives     

The specific objectives of the assessment are to:

  1. Conduct a desk review to establish best practices about socialization tools for SGBV/HP
  2. Develop a socialization toolkit for social and behaviour change communication amongst indigenous and faith-based groups that is socio-culturally relevant, age appropriate, disability inclusive for the prevention of SGBV and HPs and
  3. Pre-test the toolkit amongst the stakeholders and finalize toolkit.

Methodology and Scope Work Methodology

In terms of methodology, part of the assignment approach will be based on the lifecycle and the socio-ecological model. The consultant is expected to incorporate community voices concerning SGBV and HPs in the development of the socialization toolkit, including marginalized and vulnerable communities. In light of COVID-19 and the indefinite lock down, the consultant is expected to utilize social media platforms for engaging communities, remote pre-testing methods for instance calls and zoom meetings with Civil Society Organisations (CSOs) partners working closely with Faith Based Organisations (FBOs) and/or Lead Childcare Workers (LCCWs) in marginalized and vulnerable communities.  In addition to this, the consultant will facilitate an online inception and a validation meeting with relevant CSO partners/community structures.

 

The four main areas that the socialization toolkit will contribute to, are: (1) the delivery of integrated and targeted community-based interventions to shift social and gender norms and to enhance the visibility on the prevention of SGBV (including on-line forms of SGBV) and HPs and promote SRHR in communities; (2) the development of holistic empowerment models that are inclusive of life-skills, social skills, gender transformation models and other components that focus on empowering women and girls to have and exercise their agency; (3) the incorporation and interlinking of SGBV, HP and SRHR into various sectors, formal and non-formal education and other socialization structures; and (4) the integration of the needs of women and girls who face intersecting forms of discrimination (specifically women and girls with disabilities) into the SGBV, HPs, SRHR and HIV prevention approaches, services and campaigns.

 

The outcome of the assignment must contribute to the promotion of positive socialization for women, men, girls and boys within community structures. It is anticipated that the work will inevitably contribute to change in negative social and gender norms.

Required qualifications, expertise, technical background and experience of the International Consultant

  • An advanced university degree (Master’s or higher) in Communication for Development, Mass Communications, Social and Behavior Science, Anthropology, Social Norms, Psychology
  • Expertise in gender equality with special focus on GBV, child protection, people with disabilities and adolescents
  • Eight [8] years experience in participatory community communications interventions,
  • Professional experience in the development of communication materials and tools
  • Knowledge of the Zimbabwean development context and experience of working in Zimbabwe on at least one similar assignment undertaken
  • Fluency in English is required and at least one local language (Shona/Ndebele)
  • Ability to write clearly and concisely in English
