Organizational Setting

International consultants represent an important source of expertise for FAO, making their specialist contributions across the globe towards the achievement of the Organization’s strategic objectives. For FAO to be able to attract and employ the best possible experts in the wide range of technical areas of its mandate, a competitive selection process has been introduced. This process is intended to create a pool of candidates which can be called upon when their expertise is required, ensuring a transparent and rigorous selection process.

The FAO Fisheries and Aquaculture Department (FI) promotes policies and strategies aiming at sustainable and responsible development of fisheries and aquaculture in inland and marine waters. The Fishing Operations and Technology Branch (FIAO) of FI has the primary responsibility of promoting and transferring the use of appropriate technologies, infrastructure, equipment and responsible practices in the operation of sustainable marine and inland fisheries. Within its remit, FIAO provides technical assistance to FAO Members for the implementation and adoption of related fisheries governance instruments. Such instruments include the Code of Conduct for Responsible Fisheries and supporting instruments, tools and guidelines, the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) Fishing, the Agreement to Promote Compliance with International Conservation and Management Measures by Fishing Vessels on the High Seas, the Global Record of Fishing Vessels, Refrigerated Transport Vessels and Supply Vessels (Global Record), Voluntary Guidelines on the Marking of Fishing Gear, various FAO/IMO/ILO joint fisheries safety codes/guidelines/ recommendations and the Technical Guidelines to prevent and reduce bycatch of marine mammals in capture fisheries.

Assignments pursuant to this Call for Expression of Interest may be at the Organization’s headquarters in Rome (Italy),home based, or on field missions, as required.


Reporting Lines

The Consultants will work under the overall supervision of the Branch Head of FIAO and the direct supervision of a

relevant Officer of FIAO.


Technical Focus

FAO's work related to the implementation of Chapter 8 (Fishing Operations) of the Code of Conduct for Responsible Fisheries; including the following main areas of FIAO’s work\: fishing operations and vessel technology; fishing technology, gear selectivity and environmental impacts of fishing; rural development, including harbours and landing places for fishing vessels; fishing fleet performance; fisheries micro-finance and credit, fisheries insurance; fisheries investments; small-scale fishing technology; operational aspects of combatting IUU fishing, including monitoring, control and surveillance (MCS); emergency response; safety at sea; decent working conditions and social protection in fisheries; and programmes/ projects formulation and implementation.

Tasks and responsibilities

The tasks and responsibilities of each selected Consultant will be defined in the Terms of Reference for the specific

assignment. In general, assigned tasks and responsibilities will normally include a number of the following elements

depending on the assignment and the expertise of the Consultant\:

  • Formulate projects in accordance with FAO’s Strategic Framework and the FAO project cycle.

  • Coordinate, implement and administrate assigned programmes/ projects and/or project component and

    activities in accordance with FAO rules, procedures and systems, and donor requirements.

  • Organize and participate in field missions and other events in support of the delivery of FIAO’s programme of work, including for consultation, training, capacity building and technical assistance to beneficiaries of FAO support programmes and projects.

  • Contribute to relevant studies, publications and analyses, knowledge products and dissemination materials related to FIAO’s areas of work, including guidelines, capacity building and training material.

  • Contribute to FIAO’s work related to resource mobilization, monitoring of regular programme expenses and organization of international meetings.

  • Collaborate, within FIAO’s remit, with other FAO units, including providing assistance

  • Collaborate with relevant UN agencies (IMO, ILO, UNEP, World Bank and UNODC in particular),

    intergovernmental organizations, and non-governmental organizations, in areas of mutual interest.

  • Represent FIAO at internal and external meetings, particularly those related to the development and

    implementation of FIAO-led programmes/ projects. (only for Consultants)

  • Use project management software and contribute to the development and operations of information systems /databases.

  • Any other duties related to FIAO’s areas of work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • University degree in Fisheries Studies, Development Studies, Economics, Political Sciences, Business Administration, International Relations, or other relevant field.

  • One to four years of relevant experience in the design and implementation of development and/or emergency programmes/ projects, preferably in FIAO’s areas of work, for base level consultants (C level); at least five years’ relevant experience in the design and implementation of development and/or emergency programmes/ projects, preferably in FIAO’s areas of work, for middle level consultants (B level); and at least 12 years’ relevant experience ( at least 15 for PSAs level A) in the design and implementation of development and/or emergency projects within FIAO’s areas of work, for senior level consultants (A level).

  • Working knowledge of English, French or Spanish, and limited knowledge of one of the other two or Arabic, Chinese or Russian if required by the assignment. For PSAs working knowledge of one FAO language is required.

  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Power Point).

Selection Criteria

• Extent and relevance of experience in one or more of the main areas of FIAO’s work.

• Extent of experience in development and/or emergency programmes/ project management/information system development, including formulation, work planning, budgeting, implementation and reporting.

• Experience in coordinating and liaising with national authorities, UN agencies, donors, intergovernmental

organizations, and non-governmental organizations.
