BACKGROUND AND PURPOSE OF POSITION:

 

The United Nations World Food Program (WFP) is the United Nations agency that supports the Colombian Government and national institutions in their goal of eradicating malnutrition by 2030, while promoting local economic development and providing transformative and sustainable solutions in the context of peacebuilding, humanitarian assistance, and management of mass migration from Venezuela. With presence in Colombia since 1969, WFP has a territorial attendance in 15 departments of the country through eight offices strategically located in the capitals of the departments of Arauca, Caquetá, Córdoba, Chocó, La Guajira, Nariño, Norte de Santander, and Valle del Cauca. Its activities are strongly aligned with the priorities of the National Government to address the needs of humanitarian assistance, recovery, development and peace throughout the Colombian territory.

 

This job is to be found in WFP Colombia Country Office. The job holder will report to the Head of the Supply Chain Unit and is likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed, and heavily engaged into day-to-day procurement operations.

 

JOB PURPOSE

 

To collect, analyse and report on information to maximise efficiency of procurement operations and activities.


 

RESPONSIBILITIES:

 

  1. Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services. 
  2. Contribute to analysis of data to provide recommendations for process improvement.
  3. Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  4. Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
  5. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  6. Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials. 
  7. Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
  8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

OTHER SPECIFIC JOB REQUIREMENTS:

 

Retail optimization & strategic planning

  • Map retail network capacity of existing private sector actors
  • Map payment methods at retail network
  • Map presence of retail point of sale at retail network
  • Determine the number of categories and SKU (stock keeping unit), handled by each actor
  • Renegotiate contracts with currently contracted retailers to primarily:
    • Review and increase capacity (if possible)
    • Review prices and associated costs (extending the contract)
  • Assess new retailers with better prices, capacity and adequate availability of food items.

 

Supply chain & market analysis

  • Local supply chains understanding to conduct gap assessments and propose supply chain improvements where WFP has interventions
  • Market analysis to carry out market assessments to finally identify market development activities

 

Retailers performance

  • Price monitoring and cost-efficiency analysis to improve beneficiaries’ purchasing power
  • Retailers service performance to determine whether corrective actions need to be implemented

 

Team work and coordination activities

  • Internal coordination with field offices (FO), and other key internal units (Programme, VAM, M&E), to ensure an efficient and timely cash-based transfer modality
  • Strong vocation to work in the field to carry out the required assessments and to facilitate the coordination with the FO

 

Operational duties

  • Streamline and revision of the vouchers’ reconciliation process including its links with the corporate tool SCOPE
  • Review the existing gift cards, vouchers (paper, electronic) or other existing or potential new delivery solutions (e.g. prepaid cards/ e-vouchers) to improve the voucher redemption process.

MINIMUM ACADEMIC QUALIFICATIONS:

 

Education:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional three (3) years of relevant work experience and/or trainings/courses.

 

Required Experience:

  • Experience of one (1) year in the supply chain of the private sector, specifically the supply chain of the retail sector
  • Previous experience (minimum one year), in supply chain contracting activities (procurement, warehousing, transport, etc.)
  • Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders)

 

Desired Experience:

  • Experience handling routine transactions/ purchase of commodities/goods/services
  • Demonstrated experience coordinating procurement processes with other units/ teams within the organization.

 

Languages:

Fluency in Spanish is required. A level C in English language is highly desirable.
