Background

The United Nations Conference on Trade and Development (UNCTAD) which is governed by its 194-member States, is the United Nations body responsible for dealing with development issues, particularly international trade – the main driver of development. UNCTAD offers direct technical assistance to developing countries and countries with economies in transition, helping them to build the capacities they need to become equitably integrated into the global economy and improve the well-being of their populations.
 
Started in the early eighties ASYCUDA is UNCTAD's largest Technical Assistance programme currently involved in over 90 countries around the world. It is also the acronym for Automated SYstem for CUstoms DAta which is its flagship software to support customs clearance operations. It is built around and applies all the prevailing international standards and best practices, to provide an online seamless processing environment for both Customs staff and the trading community. The ASYCUDA software is constantly updated and improved and uses the latest technology.
 
The ASYCUDA Programme has regional offices around the world to support all the user administrations, and its office covering the Asia and Pacific region is now expanding its support operations and is looking for one qualified IT specialist to join the Regional Support Team.
 
Under the guidance and supervision of the ASYCUDA Regional Coordinator, the IT specialist will be provided with the relevant ASYCUDA training and will provide support to office operations performing a variety of technical functions ensuring high quality and accuracy of work.
 
The IT specialist will work in close collaboration with Geneva HQ and UNCTAD personnel including other user-countries project staff and Customs Administrations in the Asia region.
 

Duties and Responsibilities

1. Carry out installation, support, maintenance and backup of IT equipment and network infrastructure for the ASYCUDA data centre, focusing on achievement of the following results:
  • Coordinating and carrying out the installation, support and maintenance of IT equipment and network infrastructure including internet lines for various servers in the ASYCUDA data centre; 
  • Configuring and administering Linux and Windows servers, monitoring and maintaining them and creating system backups.  Trouble-shooting based on feedback from users and other ASYCUDA offices including issues of connectivity and performance;
  • Configuring and maintaining data centre firewalls;
  • Participating in the preparation of a disaster recovery strategy and its implementation;
  • Preparing and maintaining technical/set-up documentation.
2. Carry out installation, maintenance, backup and trouble-shooting of ASYCUDA-related platforms including operating systems, database, mail server and web applications, focusing on achievement of the following results:
  • Carry out installation, maintenance, and backup ASYCUDA-related platforms.  Trouble-shooting based on feedback from users and other ASYCUDA offices including issues of application access, database access, mail server access or any other technical errors reported;  
  • Management of the mail server including trouble-shooting and carrying out the required developments;
  • Preparation of technical documentation.
3. Manage IT and communication equipment procurement in accordance with UN Rules and regulation, focusing on achievement of the following results:
  • Establishment of detailed technical specifications for equipment and service based on country/UNCTAD requirements;
  • Liaising with vendors and services providers;
  • Evaluation of received quotations;
  • Provision of recommendations in the respect of the UN Rules and regulation.
4. Development of new components for the ASYCUDA Programme:
  • In accordance with requirements from the regional office and headquarters, enhance and enrich the ASYCUDA-related software by developing new applications and relevant online tools;
  • In accordance with requirements from the regional office and headquarters, enhance and enrich the ASYCUDA-related software by augmenting existing applications and features.
5. Plan and perform IT related functions as assigned by UNCTAD regional coordinator and Geneva HQ, focusing on achievement of the following results:
  • Provision of advice on and implementation of mechanism for data sharing;
  • Maintaining the ASYCUDA Programme mail server;
  • Strengthening of the network security;
  • Monitoring of data backup and restoration.
A weekly activities report should be prepared by the IT specialist and submitted to the ASYCUDA Regional Coordinator and Geneva HQ
 
Impact of Results
The key results have an impact on the efficiency of the ASYCUDA Unit.  Accurate presentation of information strengthens the capacity of the office and promotes the image of UNCTAD-ASYCUDA as an effective contributor to the development of all the user-countries.

Required Skills and Experience

Education:
Master’s degree from a recognized institute with a in Computer Science or equivalent with four years of experience in IT and programming.
 
Experience:
  • A minimum of 4 years years of progressively responsible experience in ICT systems and network analysis and design, installation, configuration, testing, piloting, rollout, administration and maintenance or related field;
  • Must have good working knowledge of operating systems including MS-Windows and UNIX;
  • Must have good knowledge of Local Area Network and Wide Area Network design and implementation;
  • Must have good knowledge of programming with Unix shell, JavaScript and/or other web development tools plus RDBMS such as MySQL, PostgreSQL, etc.;
  • Proven track record of working in a team environment and in multi-cultural environment;
  • Experience with UN would be an advantage.
Language Requirements:
Fluency in oral and written English and Bahasa Malaysia.
