BACKGROUND

UNICEF places a high priority on the availability of reliable information with which to monitor the situation of children and women. Statistically sound and internationally comparable data are essential for developing evidence-based policies and programmes, as well as for monitoring countries’ progress toward national goals and global commitments, including the Sustainable Development Goals (SDGs). UNICEF databases and publications are viewed with high regard among the UN, governments and other partners, especially in the realm of nutrition.

Terms of Reference / Deliverables

In close collaboration and working with the Senior Advisor - Nutrition, the incumbent is responsible for creating compelling interactive visualizations of nutrition data as follows:

  1. Support dashboards for upcoming nutrition publications: Create reproducible dashboards based on the design specifications of the Art & Design Specialist of the Nutrition team and technical specifications of the Statistics Specialist to coincide with the launch of two new annual publications, and other data releases.
  2. Support dashboards for data quality: Create reproducible dashboards that visualize all database decisions in the UNICEF nutrition database system to allow country offices and national statistics offices to better understand what data sources have been included and excluded from the nutrition databases
  3. Integrate with the nutrition database system: Support the Statistics and Monitoring Officer with connecting the internal nutrition database system with Tableau through Tableau Server.
  4. Visualize COVID vulnerabilities at the subnational level: Create maps and dashboards visualizing the outputs for the COVID vulnerabilities assessment at the provincial and regional level.

Qualifications

 (1) Education

  • A university degree in graphic design, communication, statistics or public health
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: ArcGIS, Tableau and PowerBI.

(2) Work experience

  • At least 2 years of demonstrated experience creating interactive dashboards using Tableau Server.
  • Experience integrating custom shapefiles into Tableau Server or ArcGIS

(3) Competencies

  • Expertise in data visualization
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

Requirements:

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
