The UNICEF Evaluation Offices seeks a team leader/senior consultant with deep commitment and relevant professional experience to lead the Real-Time Assessment (RTA) of UNICEF’s response to COVID-19 at the country level for the Latin America and Caribbean (LAC) region. In consideration of the COVID-19 pandemic, and to ensure the safety and wellbeing of evaluators, we are seeking an individual with proven capacity for flexible and remote work arrangements.

Several months into the COVID-19 pandemic, in an operating environment that is rapidly changing and calls for continuous adaptation, there is an urgent need for an in-depth understanding of the ways in which countries are actually responding to this crisis, through means which go beyond current reporting efforts in order to inform leadership decision-making.

At a time where countries across the world are further grappling with the socio-economic consequences and secondary costs of what started as a public health crisis, the opportunity to pause, take stock and reflect on how to adapt further as the crisis unfolds, while preparing for both the next round of HAC and next generation of workplans, is particularly timely and relevant for UNICEF.

In this context, a Real-Time Assessment (RTA) of the UNICEF response to COVID-19 at the country level is being rolled out in various countries in all UNICEF regions.

How can you make a difference?

We are seeking a team leader/senior consultant to undertake the Real-Time Assessment (RTA) of UNICEF’s response to COVID-19 at the country level for Latin America and Caribbean (LAC).  S/He will be working closely with two other consultants and relevant staff from the regional office and will be responsible for the following tasks, and deliverables:

RTA Round 1 (October-November 2020)

Key Activities:
•  Finalizing the customization of RTA instruments/tools for LAC region
•  Mapping existing secondary data available
•  Data collection, analysis and preparation of country-level reports and regional report
•  Presenting/sharing findings to inform fall RMT, next iteration of HAC appeals and CO workplans

Key Deliverables:
•  Final set of customized data collection tools
•  Results of mapping of existing relevant secondary data /evidence
•  Draft and final country-level reports and regional report for LAC region
•  Briefings and presentations to stakeholders, as relevant

RTA Round 2 (January-March 2021)

Key Activities:
•  Data collection, analysis and preparation of country-level reports and regional report

Key Deliverables:
•  Draft and final country-level reports and regional report for LAC region
•  Briefings and presentations to stakeholders, as relevant

To qualify as an advocate for every child you will have...

i) A post-graduate or master’s degree in social science, development studies, international relations or economics.

ii) Strong familiarity with UNICEF’s programming, organizational procedure and systems.

iii) Excellent oral and written communication skills in Spanish and English; knowledge of other UN languages a key advantage. 

iv) Extensive knowledge of humanitarian, development and humanitarian-development nexus programming, debates and ways of working.

v) At least 10 years’ experience in conducting and managing multi-disciplinary evaluations – in particular global, strategic evaluations and joint evaluations – for UNICEF, other UN agencies or other international partners; with specific experience evaluating emergency preparedness and response and managing complex situations, resilience and nexus approaches; previous experience on real-time evaluations/assessments is highly desirable.

vi) Extensive knowledge of and experience in latest evaluation methods and approaches, particularly formative and forward-looking approaches, participatory methods, remote data collection and supporting accountability to affected populations.

vii) Extensive experience with inter-agency cooperation at headquarters and in the field.

viii) Expertise evaluating/assessing public health emergencies or social-economic programming is highly desirable.

ix) Familiarity with the region/countries covered in the RTA is highly desirable.

x) Extensive knowledge of qualitative and quantitative data collection methods and analytical methods and techniques, and experience in applying both quantitative and qualitative methods and ability to effectively communicate data and analysis. Use of mobile data collection tools will be an asset.

xi)  Proven experience managing an evaluation team.

xii)  Experience in generating strategic, useful and action-oriented recommendations to senior management and programming staff. 

xiii) Experience with the ethics of evidence generation; experience collecting data from vulnerable groups; familiarity with ethical safeguards.

xiv) Flexibility, adaptive and availability to work on the RTA over the period September 2020 - March 2021.
