The position of the Capability Building & Networks Lead will be part of the team under Chief Digital Officer and report to the Chief Digital Officer.
Duties and Responsibilities
The Capability Building and Networks Lead will work to develop strategies to support UNDP’s employees to understand and act on digital opportunities in the context of their own work. This will include:
Digital Advocates Network
- Identify relevant stakeholders for building an organization-wide digital champions network and drive its creation through a selective and fair process;
- Create materials, platforms and processes to ensure effective functioning of the digital champions network
- Curate learning content and facilitate knowledge sharing within the digital champions network, build and maintain a platform where UNDP staff can share knowledge and expertise
- Lead development of the digital champions network in central bureaux, regional bureaux and local country offices by providing relevant support to maintain the network and link it closely with business results
- Support the implementation of other change and communication initiatives by leveraging digital champions network
- Act as an intermediary between Bureaux / Country Offices and the digital unit / CDO function
- Help disseminate digital strategy and mindset across the UNDP through learning and development activities that leverage technology platforms creatively
Digital by Default
- Lead the gradual integration of Digital by Default into the UNDP corporate planning processes, in coordination with various other units including ExO, BPPS, BMS, Regional Bureaux, etc.
- Provide central support function on DbD for Country Offices
- Develop a support tool kit including a step-by-step guide and FAQ overview
- Acts as an intermediate between Chief Digital officers’ team and other networks within UNDP
- Onboards Digital Advocates on their roles and responsibilities in terms of Digital by Default
- Curates learning content and knowledge sharing for Digital by Default
Staff and Leadership Development
- Support the culture, capacity and capability of UNDP to truly embrace digital opportunities so that digital thinking and delivery becomes fully embedded in day to day work
- Design office/unit and team capability gap analysis in digital skills and identify the best approaches to filling the gaps
- Serve as the knowledge lead for digital work, facilitating knowledge exchange and opportunities for partnership throughout UNDP internally and with partner networks, such as universities and think tanks
- Collaborate with OHR (Office of Human Resources) to develop digital skills and digital literacy learning paths for UNDP staff
- Ensure UNDP is using a common language and framework of reference for understanding digital
- Develop continuous learning programmes for employees closely involved in digital projects or innovations

Required Skills and Experience
Advanced University degree (Masters) in fields related to Business Administration, Public Administration or Management, Social Sciences, Computer Science, Innovation Management, Human Resources or equivalent
First degree acceptable with an additional two years of experience in the relevant field.

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
- Being responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
Technical evaluation : Total 70% (70 points)
- Demonstrated experience and deep understanding of developing communities and networks (Maximum points: 25 points)
- Successful track record on change management, particularly in innovation and transformation processes involving changing people and culture (Maximum :15 points )
- Demonstrated experience in working on capacity development and training ( Maximum 10 points)
- Demonstrated experience in a social mission-drive organization with global scale, and preferably with multicultural and remote teams (Maximum points: 10 points)
- Interview ( 10 points)
Only the top 3 to 5 candidates with a minimum score of 49 points in technical evaluation will be invited for the last step: financial evaluation.
Candidates with a minimum scored of 49 points (70% of 70 points) will be short-listed for the financial evaluation, and an interview may be needed.
Financial evaluation - Total 30% (30 points)
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.
- The financial proposal should specify an all-inclusive daily fee (based on an 8-hour working day with 1-hour lunch included - and estimated 21.75 days per month).
- The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
- In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
- If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.
Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
The consultant will work under the guidance and direct supervision of Chief Digital Officer and will be responsible for the fulfilment of the deliverables as specified above.
- Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
