Background

The UNDP Tajikistan Country Office was selected as the Principal Recipient for implementation of HIV and AIDS grants provided to Tajikistan by the Global Fund to fight AIDS, Tuberculosis and Malaria.

The Global Fund AIDS grants in Tajikistan support the implementation of the National Program to fight with HIV and AIDS for 2017-2020. The grant is aimed at increasing access to preventive activities among key affected population such as: people who inject drugs, commercial sex workers and their clients; men having sex with men and prisoners. One of the main tasks of this project is building capacities to provide stronger leadership of the government on HIV and AIDS prevention, care and treatment, better cross-sectoral coordination, and continued dialogue between the government and NGOs on central and local levels.

The Programme builds on experience within the country and on the best international practices in the field of HIV and AIDS prevention and treatment while adapting the interventions to take into consideration the local experience and conditions.

Duties and Responsibilities

The Monitoring and Evaluation /Reporting Specialist will have three main responsibilities:

  • Oversee all monitoring and evaluation activities related to the HIV / AIDS project;
  • Quality and timely planning and reporting of all relevant to the project implementation reports (with different requirements: National, GF, UNDP).
  • Ensure performance of the M&E units of SRs under the Performance based payment scheme; and capacity building of national partners on planning, reporting as well as monitoring and evaluation activities.

I. Oversee all monitoring and evaluation activities related to the HIV / AIDS project

  • Oversee the M&E project activities in accordance with the plan of M&E and approved project indicators. 
  • Ensure the development of the M&E plan, project realization indicators taking into account the acting National system on M&E, requirements of the GF; participation in the development of recommendations on raising effectiveness of implementation of the national HIV/AIDS prevention programme taking into account tasks and objectives of the project, financed by the Global Fund.
  • Oversee and be responsible for development of quality Performance Framework for SRs agreements
  • Development and introduction of effective M&E tools and procedures for gathering, processing and analysis of data on sub-recipients’ performance (including outcomes, impact level).
  • Ensuring development and implementation of recommendations on gathering, processing and analysis of data
  • Design, coordinate and manage research activities and that their findings are timely communicated to the partners: contribute to advocacy and M&E.
  • Ensure the development and implementation of monitoring plans within the project framework, visiting regions for monitoring of events, providing reports on the results of visits.
  • Conduct SR monitoring and oversight including quarterly SR support and supervision.
  • Provision of national indicators collection, influence indicators and project results through coordination of conducting research on HIV/AIDS, organization of sentinel epidemiological surveillance on HIV infection in the Republic of Tajikistan.   

II. Quality and timely planning and reporting of all relevant to the project implementation reports (with different requirements: National, GF, UNDP)

  • Coordinates and bares the responsibility on the quality of routine reporting of the project progress according to GF, UNDP and national procedures and requirement
  • Quarterly analysis of the data on project indicators’ realization, quality of services, summarizing of reports on project realization for concrete periods of time to present to project manager. Triangulation of qualitative, quantitative and impact level data

III. Ensure performance of the M&E units of SRs under the Performance based payment scheme; and capacity building of national partners on planning, reporting as well as monitoring and evaluation activities:

  • Ensuring national capacity strengthening, including sub-recipients and sub-sub-recipients through development and introduction of capacity building plan under M&E component including:
  • Participation in the development of national capacity strengthening plan;
  • Provision of SRs and SSRs personnel capacity development for the implementation of activities under M&E component;
  • Participation in the selection of international consultants, national specialists, trainers;
  • Participation in the development of normative documents on M&E of HIV infection.
  • Conduct SR monitoring and oversight including quarterly SR support and supervision.
  • Coordination of the activity on strengthening National system on M&E including input into the National M&E plan. M&E project activity with partner organizations (non-government organizations, ministries, agencies and others), participating in project implementation, provision of stable cooperation with them.
  • Oversee the Prison component of the project related to prevention HIV services and capacity building of the SR
  • PBP: Verification of the performance indicators of the M&E unit of the AIDS Centers (national and regionals)
  • PBP: Verification of the performance indicators of TP and FCs under the AIDS centers
  • PBP: Verification of the performance indicators of the NSEP component of the Prison Administration

Required Skills and Experience

 

V. Recruitment Qualifications

Education:

·         University degree in relevant discipline including public health, epidemiology,  international development, sociology, social science or equivalent.

Experience:

·         At least 5 years of progressively responsible experience in the field of HIV M&E is a must.

·         Relevant work experience with international development organizations is an advantage.

·         Working experience (at least 2 years) in HIV/AIDS prevention projects is an asset;

·         Extensive working experience (at least 5 years) in preparation of the project progress, monitoring and analytical reports;

·         Country-level experience in capacity building for governmental and non-governmental organizations.

Language Requirements:

·         Language Abilities:  Excellent knowledge of English and Russian with proven writing skills. Knowledge of Tajik is an asset.
