Background

A total of 700,000 Rohingya have fled violence across the border from Myanmar into Cox’s Bazar and the Chittagong Hill Tracts since August 2017. They have joined the over 300,000 Rohingya who took refuge in Bangladesh in earlier - but smaller scale – crises.The majority of the forcibly displaced Rohingya have settled in Ukhia and Teknaf, two of Bangladesh´s poorest sub-districts (Upazilas), whose population has tripled as a result of the influx. The total population of Cox’s Bazar district has increased by 50% and population density has now reached 1,500 people per square kilometre, well above the already comparatively high national average of 1,100 people. The district is characterised by above national average levels of poverty (40%) and environmental vulnerability. The influx has further increased the stress on social and productive infrastructure.
 
Against this backdrop UNDP has established a sub-office in Cox’s Bazar, which oversees the implementation of a portfolio of governance, disaster risk management, solid waste management, and social cohesion activities. UNDP is now looking for a Monitoring and Evaluation Officer to join the Cox’s Bazar sub-office to support programme management. 
 
Under the supervision of the Head of Sub-Office, the Monitoring and Evaluation Specialist is a part of the UNDP Cox’s Bazar programme support team.  The Monitoring and Evaluation Specialist will be responsible for supporting the project managers of the sub-office in designing and implementing the monitoring and evaluation activities for its project; assisting the Project Managers for the various projects in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis; developing and maintaining the MIS of the Project; and will be responsible for the collection & analysis of different data in relation to the project activities.  He/she will work closely with the UNDP IM Officer, implementing partners, the country office M&E unit, and the ISCG IM Team, in connection with sharing information related to the host community support.
 

Duties and Responsibilities

Under the supervision of the Head of Sub-office, the Monitoring and Evaluation Specialist has the following duties and responsibilities:
  • Develop comprehensive M&E system for strengthened results monitoring and reporting of all projects in the UNDP Cox’s Bazar sub-office;
  • Drive UNDP Cox’s Bazar sub-office monitoring processes by regularly collecting the performance data/information (through application of qualitative and quantitative methods & tools, including surveys), analyze the data/information for producing periodic monitoring reports and status updates in line with set targets in the M&E framework;
  • Lead with the information management specialist in developing an online database for monitoring and reporting in collaboration with the IM officer in the Cox’s Bazar sub-office;
  • Initiate, design and implement the development of results framework, M&E framework/plans of individual projects in compliance with UNDP M&E standards;
  • Monitor and evaluate the compliance of actual progress and performance against the planned work plan and M&E framework;
  • Coordinate and maintain close communication with the Programme Management Advisor, Project Managers of different projects in the sub-office, UNDP Country Office M&E focal point, implementing partners, as well as with members of external M&E-related missions;
  • Prepare project reports and guide implementing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission. This includes quarterly progress reports, annual report, and ad-hoc technical reports;
  • Collect and update sub-project information at regular interval. Follow best practices in disseminating progress with colleagues, project partners and relevant stakeholders through Head of Sub-Office/management;
  • Foster participatory planning and monitoring by training and involving community level stakeholder groups in the M&E of activities;
  • Design evaluation/surveys and drafting ToRs for hiring survey firms and evaluation firms/consultants;
  • Monitor process of evaluations/surveys and provide technical supervision to firms and consultants;
  • Monitor the follow up of evaluation recommendations;
  • Design and implement a system to identify, analyze, and disseminate lessons learned;
  • Coordinate any sort of M&E-related activities organized by the Sub-office, Country Office and projects
  • Ensure timely and accurate reporting in coordination with the UNDP Country Office M&E focal point, including Results-oriented Analysis Report (ROAR), Integrated Results and Resources Framework (IRRF) of the UNDP Strategic Plan, International Aid Transparency Initiative (IATI), and so on.  
  • Work closely providing thought leadership and action with the Programme Management Advisor and Project Managers in reviewing and updating Project Quarterly Risk, Issue logs;
  • Provide timely and relevant information to the Head of Sub-Office, Programme Management Advisor, Project Managers, and other stakeholders;
  • Any other relevant activities as assigned by the Head of Sub-Office.

Required Skills and Experience

Education:
  • Masters in Statistics, Economics, Social Sciences, Development Studies or any other Social Science relevant fields.
Experience:
  • A minimum of 5 years of experience, which must include a minimum of three (03) years of progressively responsible and relevant professional work experience in M&E in international NGO, UN or development agency;
  • Strong knowledge of M&E framework and results-based management (RBM), preferably UNDP M&E/RBM standards ;
  • Strong data collection and management skills, as well as analytical skills. Knowledge of quantitative evaluation and data is also a strong plus;
  • Proven experience in managing or supporting the management of survey/evaluation firms and consultants
  • Proven experiences in working with local communities, civil society partners, and government officials and coordinating with these relevant stakeholders;
  • Experience in coordinating M&E activities of multiple projects at the same time;
  • Experience from the Rohingya crisis response considered an advantage;
  • Computer proficiency in MS Office (Word, Excel and PowerPoint) and other common software is a prerequisite. Experience with Kobo an advantage
Language Requirements:
  • Fluency in both written and spoken English and Bangla.
