The ILO is issuing a call for expression of interest for experts in skills development who wish to be included in a consultancy database currently being compiled by Skills and the Employability Branch (SKILLS) within the Employment Policy Department.

 

Interested consultants are invited to submit their application on-line in order to establish their profile in the database from which they may be considered for consultancy opportunities that may arise. Inclusion in the database does not guarantee a contract with the ILO. Applications will be maintained in the database for a period of two years. You will be contacted directly by SKILLS branch if preselected.

 

Candidates also applying for fixed-term employment positions with the ILO are encouraged to respond to this call for expression of interest if they so wish.

Background

 

The ILO Skills and the Employability Branch (SKILLS) within the Employment Policy Department supports governments and social partners in reviewing and reforming their vocational education and training systems, policies and programmes. To this end, SKILLS provides high-quality, timely, and integrated research, technical and policy advisory services on skills development. SKILLS goals are to enable constituents to improve the alignment of skills development systems to the changing needs of the world of work and to improve the employability of workers, the productivity of enterprises and the inclusiveness of economic growth. 

Purpose

 

The Skills and Employability Branch is seeking to establish a roster of Skills consultants for future consultancy assignments. In this context, SKILLS is inviting interested and qualified consultants to submit an application. 


The Branch intends to create this roster for the following 8 fields where SKILLS is actively working:


1.    Skills needs anticipation and matching, including:

 

  • Skills and labour market information system (LMIS) 
  • Skills and sectoral approaches
  • Skills and trade / value chains
  • Use of big data for skills anticipation and matching


2.    Skills policies and systems, including:

 

  • Governance in skills systems
  • Skills and lifelong learning policies and systems
  • Industry engagement in skills development
  • Financing of skills development
  • Quality assurance in skills development
  • Qualification systems


3.    Inclusive skills development, including:

 

  • Skills in fragile contexts including forced displacement 
  • Gender mainstreaming and empowerment in skills systems 
  • Skills systems and disability inclusion
  • Skills and indigenous people
  • Skills systems for rural development
  • Skills portability and skills for migrant workers
  • Skills development in the informal economy


4.    Apprenticeship and other forms of work-based learning, including:

 

  • Reskilling and upskilling of workers in the workplace
  • Legal and regulatory framework and strategies for apprenticeships
  • Development and implementation of formal apprenticeship programmes  
  • Skills utilisation and productivity 


5.    Training providers, skills development programmes and assessments, including: 

 

  • Curriculum and training tools development (including delivery and assessment materials) 
  • TVET Centres management
  • Competency standards development
  • Core/soft skills
  • Skills assessment and recognition of prior learning


6.    Outreach and career guidance


7.    Digitalisation in skills systems


8.    Skills and climate change adaptation

optional section (only if needed)

Consultants are expected to have experience contributing to some or all of the following five outputs:


1.    literature reviews and research; 
2.    tools and instructional materials (guides, manuals etc.);
3.    project design and proposal development; 
4.    policy and programmatic guidance; 
5.    capacity building and training workshops. ‎ 


Consultants are expected to have professional experience in one or more regions where the ILO is present:


1.    Africa
2.    Latin America and the Caribbean
3.    Arab States
4.    Asia and the Pacific
5.    Europe and Central Asia

Required qualifications
Education

Advanced university degree in labour economics, social sciences, technical and vocational education and training, or human resources development.

Experience
  • A minimum of five years of professional experience and a demonstrated track record of having contributed to one or more of the fields described above. 
  • Demonstrated capacity in developing one or more of the products listed above. 
  • Previous experience having worked as a consultant with ILO will be considered an asset.
Languages

Excellent command (writing and speaking skills) of one working language of the organization (English, French, Spanish). Proficiency in a second working language or knowledge of other national languages will be considered an asset.
