Shelter and Infrastructure Assistant

About the job

and Shelter Assistant will be responsible for conducting shelter assessments and supervision & monitoring during execution of shelter implementation. Under the supervision of the Infrastructure and Shelter Manager and Team Leader, the Infrastructure and Shelter Assistant contributes to the planning, implementation and follow up of Shelter activities in his/her assigned area. Shelter activities include rehabilitation of public infrastructures such as community infrastructure, emergency repairs of private houses according to Sphere minimum standards or distribution/installation of Shelter kits and seasonal NFIs and technical support and outreach to the Ministry of Urban Planning, cash for shelter activities. Implementation modalities are through either markets-based approaches through cash for work, casual labor/skilled workers, cash for shelter, or through implementing companies Your main duties and responsibilities will be:

 

Responsibilities:

  • Prepare shelter BoQs and shelter designs to support cash for shelter implementation and support beneficiaries in the explanation of technical details related to the BoQs.
  • Under the supervision of the Infrastructure and Shelter Team Leader and Manager, the Infrastructure and Shelter Assistant undertake regular field/site visits and supervise construction work at buildings as defined by project requirements, technical standards, specifications and other documentation.
  • Act as a focal point support for DRC Shelters activities in the worksites he/she is covering.
  • With the support of the Infrastructure and Shelter TL and Officer, the Assistant liaises with the contractor focal point (if works are implemented through company) at the worksite to monitor the quality of the works, alongside the relevant governorate directorate. The Assistant may be tasked with approving/rejecting the works after consulting the Infrastructure and Shelter Officer, TL and Manager according to the agreed standards in the BoQ.
  • Ensure to liaise directly with the shelter beneficiaries and makes sure to fully support beneficiaries technically, and for any issue they might have
  • Support the identification of potential beneficiaries for Shelter activities and conduct any market/vulnerability/technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.
  • Prepare and follow up Procurement Requests forms for all materials or services needed to allow proper continuation of the works.
  • Provide daily updates to the Infrastructure and Shelter Officer/TL and contribute to regular reports on progress and activities.
  • Contribute to the proper management of stock, inventories, materials, tools and equipment, including correct filing and documentation in close cooperation with the logistics department and notably warehouse officer.
  • Manage safety and security of the construction site, workshops and associated areas, including of staff and laborers.
  • Contribute to the communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
  • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
  • Undertake data collection and data entry of Monitoring & Evaluation surveys and beneficiaries related data.
  • Collaborate with Protection and Economic Recovery team, to ensure a full integration of the Shelter intervention.
  • Ensure that particularly vulnerable cases are referred to the correct department for follow-up, while respecting the beneficiary’s privacy.
  • Support with the preparation and filing of Payment Requests and other project related documentation, as requested by Line Manager;
  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming. Undertake any other duties that may be assigned by the Line Manager;

 

About you

To be successful in this role we expect you to have the following:

 

Essential experience/attributes:

  • Technical and/or engineering higher qualification (e.g. university degree); significant proven field experience may be accepted in lieu.
  • Proven work experience in supervising construction projects including Shelter infrastructure and previous INGO experience implementing Shelter activities. Experience in cash for shelter is an asset.
  • Proven experience in BoQ preparation
  • Proficiency in the following computer programs: MS Excel, MS Word, Autocad.
  • Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed.
