JOB PURPOSE

To perform specialized and/or standardized CBT programme-related processes and activities to support the effective delivery of assistance packages.To provide guidance and support to government and partner in implementing WFP plans. Part of the responsibility include travelling to the remote field.

ORGANIZATIONAL CONTEXT

At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

STANDARD MINIMUM QUALIFICATIONS

Education: Secondary education, and a post-secondary education or additional trainings/ courses in Social Sciences, Political Science, Economics, Statistics, Information Management, Project Management or other related area. University degree in similar areas will be an advantage. 
Language:  Fluency in oral and written Portuguese and English.

Experience: 3 years or more of experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Cash Based Transfers modality and Social Protection/Social Assistance.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the guidance of the Head of Field Office, the incumbant will perform the below tasks:

  • Support the implementation of cash-based transfers and related day to day activities in the Field Office;
  • Develop detailed schedule of activities indicating timeframes and clear roles and responsibilities;
  • Maintain tracking sheet of vouchers, distribution plan, reports, reconciliations, payments to partners and any CBT initiatives;
  • Participate in conducting Multi Sectorial Capacity Assessments (MSCA) for CBT interventions in full coordination with the relevant units within the CO and support shift of modalities among in-kind, vouchers and cash across WFP areas of operation;
  • Support, in collaboration with the Monitoring and Evaluation (M&E) Unit, the consolidation of outputs monitoring reports, including but not limited to number beneficiaries reached with gender/age breakdown and amounts transferred;
  • Provide guidance, on-the-job training, technical and strategic guidance and continuous communication to field monitors and partners for the planning and implementation of activities;
  • Maintain tracking sheet of availability equipment for CPs, and visibility items at field level-ensuring that necessary items are available in a timely fashion;
  • Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS
  • Sound experience in project management in a related field.
  • Experience in project implementation and coordination among several teams.
  • Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
  • Strong oral and written communication skills, able to clearly articulate insights to stakeholders.
  • Good networking skills and capacity to build and maintain professional contacts
  • Leadership skills and excellent inter personal skill. Ability to lead and motivate.
  • Willingness to travel extensively to the field
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.

TERMS AND CONDITIONS

Type of contract: Service Contract (SC5) 

Duration: Six months (6) with possibility of extension.
