Organizational Setting

FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of 2 main clusters, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, training & development, performance management, social security, HR reporting and business analytics, and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.

Based on the organizational needs as well the profile of the candidates, FAO may offer two types of contracts:

Consultant

or

Personal Services Agreement/Subscribers.

Reporting Lines

The HR Consultant will work under the direct supervision of the Senior HR Officer and the overall guidance of the Director, Human Resources Division. S/he works in collaboration with other relevant Human Resources Officers.

Human Resources Management.

Tasks and responsibilities

The aim of this call for expression of interest is to establish a pool of qualified consultants in the following areas:

1. Recruitment, Selection and Staffing

2. Learning/ Training and Staff Development

3. Policy and Strategy

4. HR Business Analysis and Data Management

The key functions of the Consultant will be as following, but not limited to:

Recruitment and Selection

  • Ensure posting of vacancy announcement in a timely manner, review the requirements and profile needed and identify dissemination channels for the target audience, liaise with the hiring division and the Communications division as appropriate and make use of social media and other outreach tools;
  • Conduct pre-screening of candidates based on the minimum requirements of the vacancy announcement;
  • Coordinate/support the organizing of selection processes, draft and or review interview reports and ensure final submission to appointing authority;
  • Provide advice and operational support to staff and managers with recruitment queries and follow up actions to ensure consistent and high-quality HR services are delivered;
  • Monitor vacant positions at Professional and General Service level and plan recruitment activities once vacancies are released for filling;
  • Provide guidance/support to the PSSC (Professional Staff Selection Committee) and GSSC (General Service Selection Committee) secretariats. Support recruitment of other categories of employees;
  • Ensure the preparation of monthly reports of the above committees;
  • Contribute to the monitoring of HR statistics related to recruitment, including list of candidates being interviewed, time elapsed between issuance of vacancies, appointment decision and on-boarding of selected candidates;
  • Contribute to the review of recruitment and selection policies, procedures, methods, tools and associated systems to ensure its applicability and efficacy;
  • Conduct reference checks and other assessment tools to assist in the selection of candidates;
  • Perform other duties as required.

Learning/Training and Staff Development

  • Support HR initiatives in the area of learning and staff development including corporate training;
  • Contribute to the development and implementation of corporate learning programmes including career support and mentoring;
  • Provide support to the facilitation of learning via face-to-face training, webinars, virtual, and blended learning;
  • Contribute to the identification of staff development needs and the design of frameworks/programmes to meet these needs;
  • Contribute to the communication and promotion of existing/upcoming corporate learning solutions;
  • Perform other duties as required.

Policy and Strategy

  • Provide expert advice and support to the development of relevant HR strategies and policies;
  • Support the development of new policies and the review, harmonization/streamlining of existing polices;
  • Analyse and provide advice on the resolution of complex individual HR cases under the relevant Staff Regulations, Rules and HR Policies;
  • Conduct research and prepare policy papers, position and briefing notes on complex HR matters for FAO Governing Bodies and UN fora;
  • Perform other duties as required.

HR Business Analysis and Data Management

  • Contribute to the improvement of HR reporting and tools providing increased access to HR data, to ensure informed decision-making processes;
  • Support the definition and analysis of HR trends, by improving access to HR data and statistics through standardized data access/reports. Support the process to make HR data more accessible to users through the design of solutions to monitor/measure KPIs including dashboards, improved TALEO reports, and other HR related tools;
  • Contribute to improving HR data quality through analysis of issues and identify solutions in data gathering processes. Define/conduct regular data monitoring exercises;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University Degree in Human Resources Management, Social Sciences, Business Administration, or a related field;
  • A minimum of one year (level C) or five years (level B) of relevant experience in human resources management, HR policy, HR business analysis, reporting;
  • Working knowledge of English and limited knowledge of another FAO language (Arabic, Chinese, French, Spanish or Russian). For PSA only working knowledge of English is required.
