Organizational Setting

In order to build on and strengthen the long-existing and effective collaboration between FAO and WHO in a number of sectors, FAO has established the Joint FAO/WHO Centre (CJW), which hosts important areas of collaboration, namely: CODEX Food Standards, Zoonotic Diseases, and AMR.

A Zoonoses and AMR components of the Centre (CJWZ) is in place to reinforce and further streamline the Organization’s work and partnership on zoonotic diseases and AMR. The core functions of the centre cover a wide spectrum of activities including: coordination, policy and strategy development, publication of knowledge products, scientific advice, communication and support to projects implementation.

The Centre serves as a globally coordination platform dedicated to reduce impact of zoonotic diseases and AMR on food safety, food security and global health. The One Health approach requires strong cross-sectorial coordination for strengthening systems to prevent, detect and respond to infectious diseases and related issues such as AMR that threaten human, animal, and environmental health.

FAO International Consultant and Call purpose

A consultant/PSA is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions.

The purpose of this Call is to identify suitably qualified and experienced consultants and/or PSA subscribers to populate a roster for a Technical expert on One Health.

Candidates may be involved in more than one orientation and may be invited to undertake short-term assignments ranging in duration from a few days or weeks to a maximum of 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.

Reporting Lines

The consultant/PSA, in close collaboration with FAO One health working group, reports directly to responsible officers for functional and policy guidance.

Technical Focus

Support the delivery of the One Health activities of Animal Production and Health Division (NSA) and Joint Centre for Zoonoses and Anti-Microbial Resistance (CJWZ)

Tasks and responsibilities

Following are the generic functions for which candidates are sought. Specific tasks and responsibilities will be defined in Terms of Reference prepared for different assignments, according to:

  • the profile orientation required and
  • the selected candidates’ experience, qualifications and expertise.

The key functions will be as following (tasks will be assigned according to the specific profile):

  • Provide expert guidance on One Health related activities of NSA and the CJWZ Centre including, but not limiting to:
    • Conduct desk review studies and assessments on various topics related to One Health;
    • Perform epidemiological analysis, risk assessment and forecast of health threats requiring One Health interventions;
    • Contribute to adapt existing information systems to improve information sharing within and across health sectors;
    • Prepare, organize, participate in and provide technical support, as facilitator, trainer and/or evaluator, at the national and multi-country events such as technical meetings, workshops and simulation exercises in liaison with the key stakeholders at the involved countries.

  • Contribute to extending of One Health approach to engage relevant sectors and disciplines including animal health, wildlife, environment, public, academia, research and private sectors at global, regional and national levels.
  • Contribute to strengthening national and regional capacities to efficiently operationalizing One Health including but not limiting to:
    • Support the identification of the One Health core competencies required for Veterinary Services and other relevant sectors at national and field levels;
    • Design/Develop the training curricular based on the required core competencies for relevant levels;
    • Prepare, organize, participate in and provide technical support as the trainer for the One Health training/workshops.
  • Support activities to improve national capacity to apply an extended One Health approach to prevent and manage spillovers.

  • Contribute to developing/reviewing One Health strategies and Framework.
  • Provide support to strengthen FAO’s capacities/ tools, design and implementation of One Health monitoring and evaluation system in food and agriculture.

  • Contribute to resource mobilization efforts for One Health related programmes including but not limiting to:
  • Support consultations with target countries and partners, national and regional organizations in order to assess specific needs, priorities and gaps relevant to One Health;
    • Formulate and develop project proposals on One Health in line with FAO project cycle and relevant policies,
    • Prepare and participate in coordination calls/meetings with donors, other FAO colleagues and relevant partners with regard to resource mobilization.

  • Support the coordination of the One Health coordination/ working Group (OHWG) leaded by CJWZ.
  • Support the coordination of the Tripartite FAO, OIE, WHO Secretariat.
  • Contribute to the coordination of Preventing Next Pandemic (PNP) Programme of FAO.
  • Contribute to implementation of One Health related projects in coordination with other stakeholders within and outside FAO.
  • Support building the public private platform for one health
  • Preparation of briefing notes, success stories on One Health,
  • Provide support to increase awareness, visibility, on One Health in food and agriculture.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

Depending on the Profile and orientation:

For Consultants:

  • University degree in a discipline relevant to the duties listed or otherwise related to FAO’s Programme of Work, including technical field disciplines;
  • At least five years of relevant work experience in:
    • One Health related matters activities (such as assessment, training, strategy);
    • Working with international and/or regional Organizations and/or Institutions;
    • Surveillance related to One Health in food and agriculture sectors;
    • Epidemiology, data analysis and risk assessment;
    • Project design, budget planning and management;
    • Monitoring and Evaluation work;
    • Awareness, communication and behaviour change.
  • Working knowledge (Level C) of English and limited knowledge (Level B) of one of FAO’s Official languages: French, Spanish, Arabic, Chinese, Russian.

For PSAs:

  • University degree, technical specialization or equivalent in a discipline relevant to the duties listed or otherwise related to FAO’s Programme of Work, including technical field disciplines;
  • At least one year of relevant work experience in:
    • One Health related matters activities (such as assessment, training, strategy);
    • Working with international and/or regional Organizations and/or Institutions;
    • Surveillance related to One Health in food and agriculture sectors;
    • Epidemiology, data analysis and risk assessment;
    • Project design, budget planning and management;
    • Monitoring and Evaluation work;
    • Awareness, communication and behaviour change.
  • Working knowledge (Level C) of English is required.

Selection Criteria

  • Post-graduate qualification veterinary medicine/science, epidemiology, public health, risk assessment, or in a discipline relevant to the management of One Health programmes, and/or One Health experience in working in the official veterinary services/international organizations is preferable.
  • At least 5 years’ experience in working on OH related matters with multi-disciplinary teams from animal and public health sectors
  • Familiarity with liaising with FAO central and decentralized offices as well as the knowledge of protocol procedures will be considered an asset;
  • Strong communication skills in English.
