Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Department of Policy Research and Statistics (EPR/PRS) is responsible for increasing understanding of development policies and programmes by providing intellectual leadership and analytical services to UNIDO and the wider development community. The Department develops and provides policy advice to Member States, based on evidence emerging from thematic, regional, country and sectoral analyses of industrial development and processes of structural change. In close cooperation with other relevant organizational entities and knowledge institutions around the world, the Department develops UNIDO’s research programme, advocates ISID as the main approach to create employment, reduce poverty and combat climate change, forges strategic partnerships to enhance UNIDO’s own expertise, and strengthens the capacity of Member States in related areas, including statistics. The Department is also responsible for the compilation, storage and dissemination of worldwide industrial statistics. The Department comprises the Research and Industrial Policy Advice Division and the Statistics Division. Functions: - Carry out economic research and analysis to support UNIDO’s programme development, including PCP country diagnostics, in the framework of the 2030 Agenda for Sustainable Development and to inform policy decisions taken by the Organization; - Identify and implement a coherent research agenda to monitor, describe and forecast industrial development trends; - Develop a conceptual framework to understand the determinants of inclusive and sustainable industrialization at the international, regional and country level; - Compile, store and disseminate worldwide industrial statistics, develop new indicators of industrial development and provide technical inputs to the international statistical community; - Offer capacity development and services to Member States through relevant ministries and National Statistical Offices (NSOs); - Interface and partner with leading providers of knowledge on industrial development and with policymaking institutions, and disseminate UNIDO’s expertise, experience and research through joint activities and training; - Formulate strategic and specific policy recommendations and instruments and support policymaking processes and institutions to increase productive and trade capacities, increase manufacturing value-added, deepen structural transformation and achieve inclusive and sustainable industrialization in developing countries; - Prepare analytical research publications, including the Industrial Development Report; - Generate synergies between the statistical, research, policy advisory and capacity- building services offered; - Strengthen UNIDO’s academic partnerships, networking efforts, capacity building and provide a platform for international and national discussions and development of approaches to sustainable industrial development and structural change as a strategy for creating wealth and higher standards of living.

PROJECT CONTEXT: UNIDO is seeking to create a roster of qualified experts which may be involved in its projects in relation to the Programme for Country Partnership (PCP) programme and related activities. The Programme for Country Partnership is UNIDO’s new programmatic service to support Member States in achieving Inclusive and Sustainable Industrial Development (ISID). The PCP is designed for advancing in particular Sustainable Development Goal (SDG) 9: “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation” which echoes UNIDO’s mandate. The PCP is the flagship program of UNIDO boosting the three dimensions of ISID: 1. Creating shared prosperity; 2. Advancing economic competitiveness; and 3. Safeguarding the environment. The PCP is a multi-annual program founded on a multi-stakeholder partnership to ensure synergies between different interventions and maximize impact contributing also to SDG 17. Each PCP is tailored to the country needs, aligned with the national development agenda and combines UNIDO’s advisory and normative services, technical assistance and convening function to deliver an integrated service package to Member States. The Department of Policy Research and Statistics is responsible of conducting diagnostics studies in countries where PCPs are implemented. A PCP diagnostics study is a short term (two – four months) exercise aimed at identifying potential key strategic directions (thematic components, priority manufacturing sectors and bottlenecks to business) for technical cooperation interventions. Other activities of the department include the production of the biannual flagship publication Industrial Development Report, policy advice and capacity building activities. The Department is creating a roster of potential consultants with the skills and experience to collaborate to the PCP diagnostics studies or other activities of the Department. SELECTION STEPS: STEP 1: All interested candidates must complete the online application form with clear description of education and a detailed description of professional experience, and attach a cover letter and copy of a highest diploma. - Selected applicants will be given a written assignment and will be invited for a second step. Only complete applications received will be considered for STEP 2 of the selection process. STEP 2: On the basis of the pre-selection, a single half-day online workshop will be held where invited participants will be given: - A detailed presentation of a typical PCP analysis; - The opportunity to direct further questions at the presenting body with regards to the practical issues related to the call. Only applicants who have submitted a complete assignment by the assigned deadline will be considered for STEP 3 of the selection process. STEP 3: Shortlisted candidates will be invited for a short interview. SUCCESSFUL COMPLETION: Upon successful completion of all three steps of the application process, selected participants will be added to the Experts Roster and could be approached by UNIDO.

Minimum Requirements

Education

Master's degree in economics, econometrics or related fields.

Languages

Excellent oral and written knowledge of English and at least one other official language of the United Nations.

Computer Skills

Field of Expertise

• Minimum of three (3) years of experience in conducting analysis on economic development in developing countries; • Excellent command of the MS Office suite and tools for online communication and coordination (Skype, Zoom, MS Teams etc.); • Notable expertise along at least one of the following two dimension: (1) Strong knowledge of econometrics and theoretical economics - Knowledge of statistical software (Stata, Python, R, MATLAB or SPSS ) as well as advanced typesetting software (Adobe Illustrator, Latex, etc.) is highly desirable. (2) Strong verbal skills and the ability to develop sound oral and verbal reasoning including expertise in report writing is of great addition. - Strong interest in industrial development issues. • Self-sufficiency in resolving any technical and/or IT-related issues is instrumental. • Eagerness to adopt new technologies and workflows is paramount.
