OBJECTIVES OF THE PROGRAMME

The Department of Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy, global HR policy and advisory services and operational HR measures which support the work of WHO and its member states, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Acquisition and Talent Management (including Workforce Planning, Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common System's Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global staff/management relations, and representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

Supervisory and Managerial Responsibilities:

--> Manages and guides the work of the team in delivering its objectives in line with the Organization's mandate to ensure the provision of high-quality, consistent services to the workforce (all staff and non-staff) of WHO, UNAIDS and ICC globally including hosted partnerships.

--> Develops and monitors work plans and budgets for the team's activities and follows up on the implementation of planned activities.Management and Oversight of Support Services for the Workforce.

--> Guides and counsels staff and non-staff on all official matters related to visas, registration and local residence conditions of the host country for themselves and family members.

--> Reviews highly sensitive, personal, complex, and sometimes contentious, individual cases of staff and non-staff at all levels of the Organization, including senior management, usually involving private and highly sensitive matters and provides guidance on options available, consequences and ways to resolve situations, determining which may need to be escalated to the Administration for a corporate position.

--> Oversees the hiring of private household employees by staff members of WHO, UNAIDS and ICC including hosted partnerships, through the Swiss Mission, ensuring staff members have a good understanding of the requirements and the importance of full compliance with the Swiss legislation on such contracts and taking appropriate action in case of non-compliance.

--> Assesses individual requests for exceptions from staff and non-staff and decides which cases are to be escalated to the Administration or processed based on a consistent approach and criteria while protecting the Organization's reputation vis a vis the Swiss authorities.Liaison with the Host Government / Swiss Mission / UN System.

--> As the focal point for the Swiss Mission on all matters related to registration, residence and work permits, entry into Switzerland, visas and diplomatic privileges, maintains a credible and effective partnership and collaboration with the Swiss Mission, discusses sensitive and complex cases with the Swiss Mission and seeks to find mutually agreeable solutions. Represents WHO at various meetings held by the Swiss Mission and UN Office in Geneva on these topics.

--> Continuously monitors compliance with the requirements of the host country and introduces new processes, systems and tools, and develops communication material to address any gaps.

--> Liaises with the UN Office in Geneva on all matters related to UN travel documents and acts as the focal point for inter-agency consultations on common topics within the subject area of this positionWorkforce Engagement and Continuous Improvement.

--> Develops and advises on communication material to keep the workforce (staff and non-staff) abreast of any updates and modifications and remind them of the requirements of the host country and of their obligations as international civil servants and the standard of conduct and ethical behavior expected of them by WHO.

--> Develops and leads innovative solutions, policies and strategies for delivery of client-oriented services aiming for continuous improvements and quality control.

--> Analyses data and information on best practices in implementing sustainable and cost-effective HRservices.

--> As business owner of IT solutions used by the team, monitors the performance of the tools and works closely with IMT to introduce enhancements and improvements as per the business needs.

--> Leads on complex projects as assigned by the HBP Unit Head, including the operational implementation of new policies on consultants and other contract types.

--> Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in human resources management, public or business administration, law, management, or a field related to the functions of the position.
Desirable:

Experience

Essential: A minimum of 7 years of professional experience at national and international levels, in the area of human resources management, including experience in the provision of client-services and working with ministries of foreign affairs or permanent missions and local authorities. Demonstrated experience in managing human and financial resources.
Desirable: Experience in development of IT solutions from a business perspective.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4926 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
