Overview of position
The International Organization for Migration (IOM) in Afghanistan in collaboration with the United Nations Development Programme (UNDP) and National Tuberculosis Programme (NTP) Afghanistan implements a regional cross-border TB project supported by the Global Fund. The project aims to strengthen collaboration, information sharing, and diagnosis/treatment service referrals between health services reaching Afghan refugees, returnees and migrants and the respective national TB control programmes (NTPs) in the host countries, with the aim of finding and treating TB cases among mobile Afghan populations. As a key component, IOM organizes active screening of TB among returnees, refugees, migrants and IDPs in returnee and cross-border settings.

Role objectives
Under the overall supervision of the Migration Health National Programme Officer and the direct supervision of the Tuberculosis (TB) Active Case Finding Field Coordinator, the incumbent will be responsible for:
  1. Support the field implementation of the Global Fund Regional Cross-border TB Catalytic Grant supported project, “TB/MDR-TB INTERVENTIONS AMONG AFGHAN REFUGEES, RETURNEES AND MOBILE POPULATIONS IN AFGHANISTAN”.
  2. Implement the agreed upon SOPs and follow the national TB guidelines during daily activities.
  3. Perform TB active case finding (ACF) through conducting TB screening among Afghan returnees, migrants, IDPs and host populations, with particular focus on areas of high return and cross-border migration, such as at border crossings, in cross-border communities, and in settlements that host migrant and returnee populations at greater risk of potential exposure to TB.
  4. Ensure the referral of all detected presumptive TB cases to the NTP provincial Focal Points and relevant treatment facilities and ensure the completion of the required laboratory examinations.
  5. Mobilize communities and conduct public outreach to provide migrant populations and host communities with sufficient information about tuberculosis; to raise awareness about TB, the symptoms of TB, and infection prevention and control practices to prevent the spread of TB.
  6. Conduct proper documentation of newly diagnosed TB cases for follow up and contact tracing; record TB patients’ full information, contacts, referrals, treatment, and follow up with NTP.
  7. Maintain confidentiality of patient information and collaborative relationships with clients, partners and health professionals.
  8. Conduct TB awareness and surveillance training sessions among the filed partners, as necessary.
  9. Coordinate with partners who provide services for returnees, IDPs and migrants to integrate TB awareness raising within their activities to expand outreach.
  10. Prepare and submit weekly reports to the Active Case Finding Field Coordinator on the progress of field activities and challenges encountered, as well as summary information on numbers screened, presumptive cases detected and referred, positive cases diagnosed, and the completion status of treatment.
