Overview of position
Under the overall supervision of the Protection Officer (Capacity Building, Partnerships and Urban Response), the direct supervision of the Senior Protection Assistant-ATD, and in close coordination with other colleagues in the Protection unit the successful candidate will provide specialized assistance to the planning, coordination, implementation, and monitoring of IOM Libya protection activities with a focus on finding alternatives to detention. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
Role objectives
1. In close collaboration with embassy representatives, local NGOs and IOM Protection Officer (Capacity Building, Partnerships and Urban Response) identify suitable placement options for vulnerable migrants in host families or in other safe accommodations (safe shelters etc.);
2. Organize monthly follow up meetings with Embassy representatives/Community Leaders and promote the identification of new alternatives to detention options, including expansion of the current family placement options
3. Support vulnerable individuals eligible for alternatives to detention in coordination with protection case management team and embassies of country of origin and upon referral from partner organizations and other IOM units;
4. Under the guidance of Protection officer, manage and record the individual case management of individuals placed in host families and other housing solutions using the appropriate formats;
5. Identify and support community focal points/representatives/host families to participate in community-based protection programmes and conduct monitoring visits of individuals placed in alternative housing solutions;
6. Support host family identification, conduct regular monitoring visits, ensure proper documentation is made available timely to finalize contracts and payment;
7. Conduct regular distribution to hosted migrants;
8. Participate in awareness raising events and support IOM in trainings and workshops arranged by IOM and partners with a focus on alternatives to detention;
9. Liaise with the Libyan Directorate for Combatting Illegal Migration (DCIM) and other authorities and humanitarian partners on issues concerning migrants as requested;
10. Assist in the maintenance of all protection-related case-management records and files; provide statistics and data analysis as required;
11. Act as focal point for regular host family’s assessment, contracts, signatures and support payment.
12. Assist with informal translations of documents, information, and data as well as do oral interpretations to and from English and Arabic (French is considered an advantage) as necessary and as requested;
13. Perform other duties as may be assigned.

Further information
Completed university degree from an accredited academic institution in Political or Social Sciences, Development Studies, Social Work, Human Rights, International Relations or Law, or other relevant field;
• Minimum of two years’ professional experience in the field of Gender Based Violence and assistance to vulnerable populations;
• Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines;
• Demonstrated problem solving attitude and skills;
• Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;
• Fluent in English and Arabic, both written and spoken, knowledge of French is considered an advantage;
• Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.
