Background

Under the overall guidance of the Representative and the direct supervision of the Deputy Representative of OHCHR-Honduras, the National Adviser is responsible for providing legal analysis and advice to contribute to the promotion and protection of human rights, in particular in all areas related to the rule of law, justice and accountability and corruption
 
The National Adviser works in close collaboration with Representation, all colleagues from substantive units and specific projects in OHCHR-Honduras, relevant colleagues in OHCHR headquarters, and relevant colleagues from the UN Common system in Honduras.
 

Duties and Responsibilities

Impact of Results
The key results have an impact on the successful implementation of OHCHR’s mandate, strategy and work plan in Honduras. In particular, the results have an impact on the activities of the Office (monitoring, reporting, technical assistance and capacity building) to promote and protect human rights, as well as prevent human rights violations and abuses.
 
Under the overall guidance of the Representative and the direct supervision of the Deputy Representative of OHCHR-Honduras, the incumbent will:
  • Act as National Adviser of OHCHR-Honduras.
  • Represents OHCHR-Honduras at working level meetings.
  • Provides continuous guidance and advice to the OHCHR-Honduras Representation on the human rights situation, the socio-political context and the socio-economic dimensions in the country.
  • Prepares briefing notes and talking points for the Country Representative and other senior staff, including the elaboration of risk analyses and the proposals of strategic actions.
  • Advise the Representation in developing strategies to build and strengthen national institutions for the promotion and protection of human rights, based on assessment of national context, existing capacities and identified priorities. Facilitate access to specific human rights expertise.
  • Lead the development and implementation of OHCHR-Honduras’ strategies aiming at improving the promotion and protection of human rights in the areas of rule of law, justice, accountability, corruption and economic, social and cultural rights. 
  • Plan and coordinates activities related to the rule of law, justice, accountability and economic, social and cultural rights, including from a gender perspective.
  • Conduct substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in Honduras.
  • Identify and analyze legislation and policies related to the rule of law, justice and accountability, in light of international human rights norms and standards, the jurisprudence of the human rights mechanisms and recommendations extended to Honduras, and follow up on their implementation.
  • Provide expert human rights advice and technical assistance to State institutions, civil society organizations, victims, representative of the international community and other stakeholders, concerning the development, reform and implementation of legislation, policies and programs related to human rights and the rule of law, justice, accountability, corruption and economic, social and cultural rights.
  • Contribute to the drafting of reports, briefing notes, advocacy material, presentations, methodological tools and other documents in the field of human rights and the rule of law, justice and accountability.
  • Participate in human rights monitoring, including through field missions, and engagement at community level.
  • Organize seminars, workshops and consultations at the national and local level to promote knowledge of international human rights standards and jurisprudence, and how international human rights standards and mechanisms can be used to promote and protect human rights.
  • Provide guidance to new/junior staff.
  • Perform other related duties as required.

Required Skills and Experience

Education: 
  • Advanced university degree (Master’s degree or equivalent degree) in law.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work experience: 
  • A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
  • Experience drafting legal analyses and providing legal advice on matters related to the rule of law, justice and accountability and socio-economic rights is also required.
  • Experience monitoring, documenting and analyzing human rights and drafting public human rights reports is desired.
  • Experience providing technical assistance to State institutions in the field of human rights is desired.
  • Experience working in the UN Common system would be an advantage.
Languages: 
  • For the position advertised, fluency in both Spanish and English (oral and written) is required.
