OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring the country health situation and building sustainable institutional capacity. The WHO Country Office collaborates with the Government of Indonesia in stewardship and advocacy for healthier populations through addressing the determinants of health, and for achieving universal health coverage to ensure accessible, affordable and quality health services for all.

DESCRIPTION OF DUTIES

Under the direct supervision of the National Professional Officer for Reproductive, Maternal, Newborn, Adolescent and Child Health, and the overall guidance of the Team Lead, Noncommunicable Diseases and Healthier Populations, the incumbent will perform the following duties:

1. Provide technical assistance to MoH and partners on the design and implementation of health promotion programmes and healthcare services for adolescents, including adolescent friendly health services and school health programs;

2. Provide technical assistance for development of reproductive health policies and programme implementation, including family planning programs, cervical cancer prevention, safe abortion and pre-marriage programmes;

3. Develop effective working relationships with youth organizations, networks and champions to empower adolescents to lead and partner in health initiatives;

4. Advocate with key stakeholders for accelerated action on the protection and promotion of adolescent health, especially mental health and nutrition;

5. Adapt WHO guidelines, tools and training materials on adolescent and reproductive health to national and local contexts;

6. Coordinate evidence generation for adolescent and reproductive health in collaboration with national research institutes, including implementation of the Global school-based student health survey, and synthesize, document and disseminate successful initiatives and lessons learned;

7. Design and implement monitoring and evaluation plans to inform policy development and programme redesign;

8. Develop technical briefs and strategic communication materials on adolescent and reproductive health;

9. Build networks among relevant partners and strengthen collaboration with Government, UN agencies, professional associations, youth organizations and NGOs to support effective policy development and implementation;

10. Support MOH in the technical and administrative implementation of MOH/WHO collaborative programmes for adolescent and reproductive health, including development of workplans, proposals, monitoring, evaluation and reporting on implementation;

11. Work across technical programmes and across the Organization to incorporate adolescent and reproductive health into existing programmes and services; and

12. Undertake any other tasks/duties as may be assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, nursing or midwifery, from an internationally recognized university.
Desirable: Master degree or specialized medical training in public health, adolescent or reproductive health, or related health subject.

Experience

Essential: At least 2 years of work experience in public health programme implementation, preferably in adolescent and/or reproductive health programmes at national or subnational level.
Desirable: Additional years of experience in public health or clinical adolescent and/or reproductive health programmes. Experience of working with youth groups and organizations. Previous experience of working in UN agencies or international development organizations.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 548,124,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
