Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance and transnational threats and organized crime.


Tasks and Responsibilities:

Under the supervision of the Senior Gender Officer, the incumbent will be assisting in a wide range of project management, administrative and coordination tasks to support the development, implementation, monitoring and reporting of the Mission Gender Action Plan, more specifically:

 

  1. Collecting information on gender issues including gender equality policies and legislation, gender equality in political and public life, and gender-based violence and discrimination; Contributing to the preparation of the Mission-specific Gender Action Plan and reporting on compliance with the OSCE Action Plan for the Promotion of Gender Equality and other OSCE gender commitments; 
  2. Providing information and assistance for the consideration of gender commitments in the Mission project monitoring and evaluation processes and requirements; Contributing to the preparation of reports and project documents; and providing information and support for the Mission’s Gender Working Group.
  3. Contributing to the review of all Mission UB and ExB projects and functioning as a key point of contact in the areas related to Gender and its mainstreaming; Providing information, advice and assistance to project managers and programme assistants related to the development of a consistent and systematic approach to integrating a gender perspective in their projects; and providing guidance on project monitoring, evaluation, and reporting to ensure support of the Mission Gender Action Plan.
  4. Contributing to the development and implementation of the Gender portfolio plans and projects; monitoring progress against objectives at regular intervals; providing regular feedback on implementation status and utilization rate; 
  5. Providing administrative facilitation of project and non-project activities and resolving procedural, operational, and other work-related issues by contacting appropriate personnel. Preparing support documentation for the submission of Purchase Requisitions in the IRMA system and conducting regular follow up so as to ensure timely approval; 
  6. Collaborating with national stakeholders and counterparts soliciting their input, providing feedback, maintaining regular operational monitoring and other various tasks stemming from project implementation; 
  7. Direct participation in project activities; Organizing and coordinating activities including trainings, seminars/workshops and other support for the events; reviewing the implementation and performance of IPs agreements by reviewing work plans, progress reports, budget, financial reports and expenditures;
  8. Translating written materials and correspondence for the needs of the programme, performing simultaneous and/or consecutive interpretation or other business communication with staff, consultants and partnering organizations’ staff.
  9. Participating in meetings, workshops and other events on behalf of the Senior Gender Officer and preparing relevant minutes or reports; attending events in line with the work plan outlined in projects;
  10. Performing other tasks as required.

 

Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Secondary education supplemented by formal training in project management, administration, gender issues or other relevant field;
  • Minimum six (6) years of relevant experience, several of which in the area of human rights, preferably in international environment;
  • Established knowledge and experience in translation and interpretation to and from English;
  • Computer literate with practical experience in Microsoft applications and other computer systems (ORACLE/IRMA);
  • Excellent written and spoken communication skills in English and in the local language(s);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
     

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,564.00. 

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund. 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
