General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in a field related to security and safety matters or evidence of specialised training or proven experience in law enforcement, security and safety matters, in a civilian or military environment;
  • Ability to identify and analyse emerging security problems and propose solution. 
     

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

  • First-level university degree/certified training course in a relevant field desirable

Experience:

  • Minimum 6 years of relevant professional experience 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • First-level university degree in security  and/or military sciences, or equal education;
  • Relevant working experience in the field of arms control, humanitarian mine action and /or military engineering portfolio, preferably in an international environment;
  • Experience in project management, including finance, planning, implementation, monitoring, evaluation and reporting;
  • Understanding of the challenges facing Tajikistan and Central Asia states related to arms control and mine action;
  • Several years of advanced professional experience in a related field – preferably in an international environment or within operational mission;
  • Excellent analytical, diplomatic and negotiation skills;
  • Professional fluency in English language and the ability to draft documents clearly and concisely;
  • Working knowledge of the Russian and/or Tajik languages;
  • Flexibility and ability to work under pressure in a challenging environment and with limited time frames;
  • Demonstrated ability and willingness to work as member of a team, with people of different cultural religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity;
  • Ability to operate windows applications;
  • Ability to drive 4x4 vehicles with manual transmission;
  • Be available to travel in hazard areas of the mission.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience using Microsoft applications.

 

Desirable:

  • Working experience in the Central Asian region and /or knowledge of the region;
  • Knowledge of the OSCE principles and commitments.

 

Tasks and Responsibilities

 

Under the overall supervision of the Head, Politico-Military Department, the successful candidate will be tasked with the following duties:

 

  1. Responsible for full project cycle management of all mine action projects (UB and ExB);
  2. Responsible for the implementation of the arms control component of the mission programmatic activity, including on SALW and CA;
  3. Working closely with the national and international partners and stakeholders to identify and address strategic issues facing Tajikistan in the implementation of its arms control as well as Ottawa Convention commitments;
  4. Advising senior management on mine action/de-mining issues in accordance with the mission mandate as well as providing technical advice on strategic planning in relation to the mine action/de-mining programmes;
  5. Providing information on types of mines, ammunitions, explosive remnants, of war unexploded ordnance, explosive related materials and other hazardous materials if available as well as provides all necessary information on demolition materials, procedures and operations;
  6. Liaising with relevant agencies/companies engaged in arms control and in Tajikistan Mine Action programme to ensure the mission has all data needed to keep their verification database updated;
  7. Ensuring the provision to senior management of updated information on mine contaminated areas;
  8. Co-ordinating, on behalf of the mission, on a technical level, mine action activities with the relevant mine action stakeholders in Tajikistan to support efficient and effective implementation of strategic and project efforts; identifies performance measures on the implementation of mine action/de-mining projects and recommend processes for measurement;
  9. Monitoring, evaluating and providing on-going support to the process of nationalization of the Tajikistan Mine action Programme , especially through identifying and addressing capacity building needs among managerial and programmatic staff;
  10. Supporting the Head of Office in fostering dialogue and in designing and implementing specific confidence building measures that will enable Central Asian Participating States to work together to reduce the threats posed by the landmines and other explosive materials as well as working with the Programme Manager identify risks and issues affecting the programme as a whole;
  11. Contributing to the reporting and to periodical analytical reports of the Department;
  12. Supervising one International staff S2 (ExB), two National Professional staff directly and supervising indirectly two National Professional and 6 GS staff;
  13. Performing other duties as required.
