OBJECTIVES OF THE PROGRAMME

The Regulation and Prequalification Department (RPQ) works with Member States and partners to improve the access to essential medicines and other health technologies of assured quality, safety and efficacy or effectiveness. RPQ works within the Access to Medicines and Health Products Division (MHP) division departments in the wider framework of Universal Health Coverage and cooperates with disease oriented programmes (among others HIV/AIDS, TB, malaria, reproductive health, maternal and child health, immunization, NCDs and mental health) towards the Sustainable Development Goals. The department works with a wide range of UN organizations, international partners and expert networks, and WHO Collaborating Centres.

DESCRIPTION OF DUTIES

Provide senior level advice and guidance to the Senior Management on quality system development and implementation to position the departments technical area of work. Ensure Quality Management System processes are:u established,u implemented and monitored,u maintained. Ensure all policies, procedures, and work instructions are developed and documented in a clear, simple and concise manner, which will allow for full implementation of a quality management system across all departmental activities. Establish a strategic business continuity plan, carry out business impact analysis to identify risks of not being able to conduct a key activity, maintain risk register. Coordinate and ensure accurate and timely communication between RPQ and internal and external stakeholders and develop effective communications strategy. Investigate complaints relating to the duties of the RPQ to ensure customer's interests are being considered, preserve the reputation of the organization, reduce risks, ensure customer certification and ensure continuous improvements. In liaison with Director, Unit Heads and Team Leads oversee and perform regular formal reviews of the quality management system to ensure its continuing suitability and effectiveness for implementing quality management and for satisfying the needs and expectations of the relevant stakeholders. In liaison with Director, Unit Heads and Team Leads identifies and monitors key indicators that relate to the maintenance and effectiveness of each of the key processes and measures its performance. In liaison with Director, Unit Heads and Team Leads manages the resources necessary to comply with the requirements of the work plan and to ensure that the quality management system is maintained and improved.Manages the design of training programmes and ensures the training of all staff members in the documented WHO and quality management policies, ensures that personnel have received appropriate training and are assessed as competent to perform tasks. Coordinate and oversee the audit and risk assessment schedule to ensure smooth implementation of audit and risk assessment activities. Oversee and perform internal audits. Identify the need for corrective action and to prescribe corrective and preventive actions. Assessment of the implementation and effectiveness of corrective action is done through the internal audit process. In liaison with Director, Unit Heads and Team Leads identify non-conforming services and to ensure that identified non-conformances are subject to investigation and corrective action. Prepare and submit regular management reports relating to quality systems, compliance and incidents. Report to Director and Assistant Director-General on theQMSperformance and provides advice and guidance on required improvements. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in the scientific, administration, management or abusiness field complemented by an Advanced level university degree (Masters level or above) in Pharmacy, Pharmaceutical Sciences, Engineering, or any other relevant field for Quality Management Systems.
Desirable: Training in Quality Management Systems ISO9001 or any other relevant Quality Management System.

Experience

Essential: At least ten years of professional experience workingwithin the Quality Management Systems - five of which should include experience in Quality Management Systems in a UN organization, International Organization, Health Products Industry or National/Regional Regulatory Authority. Demonstrated experience at the international level and in managing staff.
Desirable: Experience in working on Quality Management Systems in industry and relevant regulatory bodies (SRA/WLA).

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6259 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
