Background

The European Union and the United Nations have launched the Spotlight Initiative, a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices.  It will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment, as well as ending impunity for VAWG.  In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind.”

The Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally, including Tajikistan. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.

The modality for delivery of the Spotlight Initiative is through a UN multi-stakeholder trust fund, administered by the Multi-Partner Trust Fund Office (MPTF), with the support of relevant UN agencies. The initiative is overseen by the Executive Office of the UN Secretary-General (EOSG). All relevant entities will be engaged at country and regional levels based on their respective mandates, capacities and strengths.

The Central Asian Spotlight initiative will focus on sexual and gender-based violence in Asia. These thematic focus areas will serve as an entry point to focus programming and impact on prevention of violence against women and girls in all forms. In line with the principle of universality of the SDGs it will expand to other regions and focus areas as new funding partners join.

The Global Theory of Change is comprehensive in nature, with a view to driving transformative change along 6 Pillars/Outcomes: 1) Legislation and Policies; 2) Institutional strengthening; 3) Prevention of violence; 4) Available, accessible, and acceptable, quality services; 5) Quality and reliable data and 6) Supporting women’s movements and relevant civil society organizations

This contract will be managed on a day to day basis by UN WOMEN in Tajikistan and is therefore subject to UN contracting rules.

The Consultant will report to the Spotlight Initiative Programme Coordinator in Tajikistan. The Consultant will exercise overall responsibility to provide assistance and support the implementation, coordination and promotion of Progarmme activities on the government  side   and ensure timely implementation of Spotlight Programme (further Programme) activities in Tajikistan until 31st of May 2022. The Consultant will work under the Committee of women and family affairs under the Government of Tajikistan as a Spotlight Program Coordination CoWFA. The Spotlight Program Coordination CoWFA will engage with government entities at national and sub-national level, Recipient UN organizations (RUNOs) via Spotlight UN Technical Team, National CSOs Reference Group, as well as other stakeholders.

Duties and Responsibilities

The overall purpose of the assignment is to provide support for the timely implementation of Programme activities and promoting it at different government national and sub-national levels on the government side. The Spotlight Program Coordination CoWFA to ensure proper cooperation with Spotlight Initiative (SI) Coordination team, RUNOs, CSRG and ensuring strong Programme planning, technical coordination, reporting and visibility in the country.

  • To ensure timely implementation and coordination of all Programme activities and their promotion it on the government side at different levels 
  • To ensure all correspondences and requests are processed on timely bases and sent to relevant government entities for response and action
  • To ensure that all involved ministries and entities at the national and sub-national level provide necessary support for implementation of Programme
  • To ensure the developed and introduced database for storing and updating documents system for the policies, strategies, programs and regulations is endorsed by GoT
  • To ensure that all hired Consultant under the SI Programme has an access and good working relationship with relevant ministers and entities
  • To ensure that all planned conference, workshops other Programme related events conducted on time in accordance with approved Annual workplan (AWP)
  • To ensure that all necessary support is provided on promotion and implementation of the SI Communication Strategy
  • Perform any other requests of the Committee of Women and Family Affairs related to the Spotlight Initiative

The Spotlight Program Coordination CoWFA will ultimately report to the Spotlight Initiative Programme Coordinator. On a daily basis the Consultant will work with CoWFA, in close collaboration with SI Coordination team, to ensure technical contributions.

Direct coordination is anticipated to be frequent, with ongoing consultations conducted as required to ensure common understanding and agreement between all parties.

It is anticipated that all work equipment required by the Spotlight Program Coordination CoWFA will be supplied by the CoWFA.

The Consultant is expected to deliver the following results:

1. All necessary correspondence is received and timely addressed by all Government entities. All Focal points of relevant ministers and entities are identified. All Consultants hired within the Programme are working closely with government Focal Points and have access to wider government representatives

2. To support the provision of research on violence against women and girls, baseline survey ensuring the following is provided:

  • To inform all involved ministries and departments, in the project target areas in: Sugd (Isfara, B. Gafurov), Khatlon (Vosge, Yovon) provinces, Districts of Republican      Subordination (Gissar, Rudaki) and Dushanbe, khukumats of Sughd and Khatlon oblasts, about the research plans and provision of all necessary support for its successful roll out. We request the Committee to authorize responsible person from the relevant subdivisions of the Committee in the programme target areas to cooperate further in carrying out the research.
  • To assist/support the collection of necessary information through individual interviews in ministries and departments, in their structural units in programme target areas, in oblast and local districts, during the period July - November 2021. The list of Government institutions will be provided by UN agencies

3. To support the provision of analysis of existing laws, regulations and procedures affecting sexual and gender-based violence (SGBV) in the areas of justice, security, health, education and labour, ensuring the following is provided:

  • To provide access to evaluate regulatory and institutional framework related to SGBV in the above-mentioned sectors, which includes access to all internal regulatory policies and regulations, as well as to these institutions itself.
  • To ensuring cooperation and active participation of representatives of relevant State bodies in provision of situational analysis.

4. To ensure that hired Consultants under the Spotlight Programme have access to the required ministers and entities; To ensure that capacity needs assessment of ministries and departments are conducted in accordance with AWP;  To ensure that planned test training programme with representatives of key state institutions are conducted.

5. To ensure overall timely implementation of all Programme activities and promoting it on the government side at different levels. 

6. To ensure that CSOs have relevant supporting documents (Government agreement or a notice) to interact and engage governmental stakeholders in SI capacity building events.

7. To ensure the developed and introduced database for storing and updating documents system for the policies, strategies, programs and regulations is endorsed by GoT

8. Perform any other requests of the Committee of Women and Family Affairs related to the Spotlight Initiative

9. To ensure that all planned Programme activities (such as conference, workshops, capacity building training, round table discussion, activities related to sensitization of stakeholders and etc) are conducted in accordance with the AWP

10. To provide all necessary support for planning and organizing the launch of the SPT Programme and 16 days of Activism from the government side

11. To ensure all support is provided for promotion and implementation of SPT Communication Strategy

12. Final report with all deliverables is submitted by the end of the contract

Required Skills and Experience

Education:

  • University degree in human rights, law, social studies, development studies or related field;

Experience:

  • At least 5 years of progressively responsible professional experience with the government, previous working experience with CoWFA  is required;
  • At least 5 years of experience in analysis of existing laws, regulations and procedures affecting sexual and gender-based violence (SGBV) in the areas of justice, security, health, education and labour;
  • Knowledge of the public administration, business processes of state structures on how to ensure that the related state sector has the operational ability to effectively respond to SGBV, f. ex. system-wide investments in institutional capacities, skills and knowledge of personnel to respond to incidents, protect victims, and investigate and refer cases, and placing accountability mechanism, incl. oversight mechanisms, recruitment criteria;
  • Previous experience with UN or International agencies considered an asset;

Languages:

 Fluency in Russian, Tajik is required, and knowledge of English is an asset.
