OBJECTIVES OF THE PROGRAMME

The objectives of the Programme are to take forward the prevention of NCD agenda by: (i) providing strategic leadership, engaging in partnerships where joint action is needed; (ii) shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge; (iii) setting norms and standards and promoting and monitoring their implementation; (iv) articulating ethical and evidence-based policy options, including providing vision for scaling up proven interventions; (v) providing technical support, catalyzing change, and building sustainable institutional capacity; and (vi) monitoring the health situation and assessing health trends.

The purpose of the programme is to support delivery of the WHO GPW 13 priority goals and targets in alignment with national plans and SDG goals and targets in relevant areas of work. The programme further aims: a) To reduce premature mortality and morbidity from cardiovascular diseases, cancer, chronic respiratory diseases, diabetes and other NCDs, through prevention, screening, detection, treatment, palliative care and surveillance. To prevent and manage eye, ear and oral diseases, vision and hearing impairments. To address disability. To strengthen rehabilitation. b) To strengthen the role of social, economic, cultural and political factors in optimizing health and in decreasing inequalities in health outcomes. c) To improve health and wellbeing across the life-course by making healthy choices the easy choices for people. We do this through equitable policies and programmes, healthy settings and multisectoral action across multiple risk factors. d) To address the burden of disease from unhealthy diets, physical, chemical and microbiological contamination of food, antimicrobial resistance in the food chain, maternal and child malnutrition, overweight and obesity. e) To curb the tobacco epidemic through comprehensive tobacco control as outlined in the WHO Framework Convention on Tobacco Control including the best and good buys for tobacco control (MPOWER).

DESCRIPTION OF DUTIES

1. Lead the technical assistance in the development and improvement of national multisectoral policies and strategies, planning, implementation, monitoring and evaluation, training, epidemiological surveys and research in the areas of NCDs, social determinants of health, climate change and health, health promotion, mental health, injury prevention and road safety, disabilities, eye and ear health;

2. Supervise and review the progress in the workplan and provide necessary technical leadership and steps for effective and efficient implementation, monitoring and reporting of planned activities;

3. Initiate the development of appropriate and sustainable interventions to help achieve the national goals and targets for prevention and control of NCDs and promotion of healthy life style through primary health care and integrate evidence-based NCD interventions as part of UHC plans and strategies;

4. Provides country-level coordination, management and technical support to the Government to Reduce Tobacco Use and other risk factors;

5. Supports the Government in strengthening, implementing and evaluating national tobacco control action plans, evidence-based policies and/or legislation and programmes;

6. Assists the Government in linking social determinants of health and climate change and health, to the political commitments towards multi-sectoral legislation or systems reform in Indonesia and other relevant initiatives towards multi-sectoral action;

7. Coordinate activities with overlapping focus areas (e.g. Tobacco-Free Initiative, Health Promotion, Mental Health, Injury prevention and Road safety, Disabilities, Nutrition, social determinants of health, climate change and health) and integrate in other priority areas of work of WHO in Indonesia (e.g. RMNCAH, CDS, health systems strengthening,);

8. Assesses leading practices and research and identifies innovative approaches to building capacity for country-level monitoring, evaluation and research and to disseminate and facilitate the application of research findings for policy and decision-making; and

9. Perform any other duties assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor's degree in medicine and advanced university degree in Medicine or Public health or a related field
Desirable: Advance training on NCDs and / or health promotion

Experience

Essential: Ten years of relevant experience including considerable experience obtained in international context in non-communicable disease prevention and control, including advocacy and health policy development
Desirable:

- Experience in UN and/or other international organizations

- Experience in promoting healthy lifestyles in developing country setting

Skills

Functional Skills:

- Sound knowledge and experience in capacity building, programme planning, implementation management. monitoring/evaluation and proposal writing

- Technical and managerial competence in prevention and control of NCDs, social determinants of health, tobacco control and health promotion.

- Ability to demonstrate effective interpersonal skills by working harmoniously as a leader and member of a team adapting to diverse educational, socio-political and cultural backgrounds and maintaining a high standard of personal conduct.

- Technical expertise and overall attitude at work are also required mandatory competencies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2605 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
