NRCs Field Operations’ department overall global responsibilities include:  a) global programme development and policy, b) overall preparedness and emergency response capacity, c) monitoring, assessment and start-up of new emergency programmes/ country operations, d) strategic and operational direction on security risk management and crisis management and e) strategic development and oversight of regions. 

The FO department in Head Office includes three sections and the Unit (Strategy, Information and Support) where this position sit. The Strategy, Information and Support Unit employs four staff, in addition to the Grants Adviser. The Unit works to support various workstreams across the department and have cross-departmental outreach as well.

The Field Operations department external projects are a mix of programme development at global level, including thematic areas such as humanitarian negotiation, protection, education including EdTech, innovative approaches such as digital development and cash.  

Annually the FO department in Oslo manages around 30 projects with a total budget of approx. 80 M NOK. The donors are both institutional such as INPTA (previous DEVCO), NMFA, NORAD and Sida, but the portfolio also consists of ECHO, OFDA, Wellspring, Innovation Norway, Dubai Cares etc, in addition to private and internal and corporate funds.

The purpose of the Grant Adviser role is to implement the delegated responsibility from the Head of Strategy, Information and Support unit, in supporting budget holders/project managers in grant management of external projects in accordance with NRC policies and procedures, perform compliance control for FO managed projects and provide support to the management of NRC’s internal innovation fund and private funds.
