The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

This position is located in the Department of Statistics (STATISTICS). STATISTICS is responsible for compiling and disseminating ILO statistics related to the world of work. It supports the development of international statistical standards in the field of decent work through the International Conference of Labour Statisticians, the UN Statistical Commission and the UN Statistical Division and other international fora. It provides ILO constituents with technical assistance to improve their ability to produce primary data in accordance with agreed standards, classifications and concepts, particularly in developing household and other type of surveys, and to use adequately international statistical standards. It is also responsible for building capacities of ILO constituents, for collecting harmonised data, and for reporting on the global indicators under ILO’s custodianship to monitor Sustainable Development Goals (SDGs).

The position is responsible for compiling data and refining the methodology of the SDG indicator 8.8.2, “Level of national compliance with labour rights (freedom of association and collective bargaining) based on International Labour Organization (ILO) textual sources and national legislation, by sex and migrant status”. It is also responsible for supporting the compilation and methodological development of all indicators relating to industrial relations and social dialogue.  

The position will report directly to the Director of the Department.
 

Specific Duties

1.    In liaison with the International Labour Standards (NORMES) Department, collect the ILO textual sources and national legislation and set up the background database to store the relevant textual information required for the preparation of SDG indicator 8.8.2

2.    Code ILO textual sources to compile data for SDG indicator 8.8.2 as per the methodology adopted by the 20th International Conference of Labour Statisticians. This may involve managing a small team of consultants helping with the coding and undertaking their recruitment, selection and training. 

3.    Compile, prepare and review the data for the computation of SDG indicator 8.8.2 and liaise with NORMES and the social partners, especially for the countries lacking sufficient information.

4. Compile and prepare both quantitative and qualitative data on industrial relations (i.e. trade union membership, collective bargaining coverage, strikes and lockouts and related legal indicators) ensuring that the data is disaggregated both by status in employment and sex.

5.    Prepare the report for SDG indicator 8.8.2 for submission to the UN Statistics Division on an annual basis and liaise with NORMES on improving the entire process related to compiling and reporting of the indicator.

6.    Explain data and methodology behind SDG indicator 8.8.2 to ILO Member States and liaise with those that have not ratified ILO Convention No. 87 (Freedom of Association and Protection of the Right to Organise (1948)) and/or ILO Convention No. 98 (Right to Organise and Collective Bargaining Convention (1949)) to verify and collect relevant national laws.

7.    Provide technical support for the work of the tripartite committee mandated with the consideration of further improvements of the SDG indicator 8.8.2 methodology.

8.    Provide technical support for the dissemination and promotion of findings and methodology related to SDG indicator 8.8.2, as well as to the other indicators related to industrial relations and social dialogue. Organize seminars, meetings and engage with the ILO departments and regions in this regard.

9.    Promote ratification and reporting of ILO Convention 160 on labour statistics and liaise with ILO Member States, NORMES and other ILO departments and regions in this regard.

10.    Perform other relevant duties, as assigned.

 

 

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications

Education

Advanced university degree in international labour law with training in statistical methods and software.

Experience

Eight years’ experience at the national level or five years at the international level working with statistical indicators on industrial relations.

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of a second official language.

Ability to:  synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for  programme development in Member States; produce reports (e.g. reports for regional conferences and  ILC, technical publications, training manuals  and draft resolutions) and evaluate and monitor development cooperation activities and projects, good knowledge of the statistical concepts; in-depth knowledge of the ILO’s supervisor mechanism.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
