Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Uganda with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of  Logistics Officer to be based in Arua. Selected candidates will be employed on Service Contract.

ORGANIZATIONAL CONTEXT

These jobs are likely to be found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). In the field, role holders typically report to the Head of Field Office or the designate. In RBs and HQ, job holders report to a more senior Logistics Officer. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

To provide analytics and contributions to the supply chain activities or/and contribute to field supply chain operations, following an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.

KEY ACCOUNTABILITIES 1/2 (not all-inclusive)

1.Contribute to the development and implementation of supply chain plans and procedures, in line with theglobal WFP supply chain strategy and regional/functional strategies, policies and plans, to achieveoperational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
2.Support supply chain projects, capacity strengthening initiatives, operational day-to-day activities incompliance with the established supply chain strategies, policies, procedures, and controls, and followingcorporate standards, contributing to quality control, loss prevention, risk mitigation and cost effectiveness.
3.Contribute to context analyses and management of end-to-end operational supply chain and retail networks,to support addressing operational supply chain challenges and obtaining operational optimization.
4.Support monitoring supply chain activities to check that appropriate internal controls are followed toincrease the day-to-day efficiencies and overall performance of supply chain operations; includingmanagement of service providers/vendors, transport, and warehouse operations to promote safe, efficientplanning and execution of WFP operations.
5.Conduct portions of financial analysis and budget reviews, drawing out recommendations to the supervisorfor maximizing use of resources and effectiveness of supply chain operations. Contribute to theimplementation of supply chain operations, initiatives, and services to ensure a timely, cost-effective, andintegrated approach with core activities and services.
6.Determine specific supply chain activities & budgetary requirements to support delivery (CBT & In-Kind)of food assistance systems for each SO. Support the overall Supply Chain strategy to support CO CSPidentifying structure(s), capabilities and resourcing required for both CBT and in-kind.

7.Working with the internal WFP Cash and Voucher Working Group, contribute Supply Chain inputs to thetransfer modality selection process and operational planning for the selected modalities. Partner at theoperational level and collaborate with counterparts in the key supply chain functions contributing to anintegrated supply chain approach to food and cash-based assistance and cross-functional operationalalignment.
8.Conduct portions of market analysis and supply chain network mapping to support wider analytics on theselection of an appropriate operation modalities to improve supply chain performance. Collect and analysedata and put together reports highlighting opportunities for improvement and effective operationalization ofsupply chain within the area of responsibility.
9.Perform secondary analysis of the country's leading markets supply chains to determine functionality and identify main gaps; contribute to primary market data collection through inputs to the design of tools and analysis parameters.

KEY ACCOUNTABILITIES 2/2

10.Prepare accurate and timely reports or support preparation of dashboards and other visual materials onsupply chain activities for supervisor’s review to contribute to informed decision-making and consistency ofinformation presented to the stakeholders.
11.Guide support staff, acting as a point of referral and supporting them with analysis and queries. Identify andbuild productive relationships and support capacity building of WFP staff and partners for efficient andeffective delivery of humanitarian assistance to beneficiaries.
12.Contribute to preparedness actions and support quick emergency response to deploy food and resources atthe onset of the crisis.
13. Support retailer mapping and identify qualified retailers for integration in the financial service provideragent and merchant mapping cash programme, with a focus on inclusion of pre-qualified female retailersand merchants.
14.In liaison with the Cash Based Transfer (CBT) officer, identify opportunities for digitization of the retailnetwork with linkages to cash and livelihood programmes.
15.Scope and refer outstanding retailers and merchants for incorporation in the WFP informal sensitization andfeedback mechanisms.
16.Other tasks and responsibilities as maybe required according to the operational context.

STANDARD MINIMUM QUALIFICATIONS

•A University degree in any of the following disciplines: Procurement, Logistics, Supply Chain, Finance,Business Studies, Economic or any related field
•At least four years working experience in Procurement, Logistics, or Supply Chain
