ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP will help set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP will leverage its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management, and implementation.

Further, WFP will support national and subnational disaster and climate change risk management and assist national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

BACKGROUND AND PURPOSE OF ASSIGNMENT

To support its community based programmes focusing on sub-national climate risk management  and rural infrastructure development, WFP is currently seeking to recruit a Programme/Monitoring Assistant to be located in its Area Office in Phnom Penh (KM6).

Position Title:                     Programme/Monitoring Assistant

Grade:                               SSA - 5

Contract Type:                   WFP Special Services Agreement

Duration:                          To start ASAP to 30 September 2022

Duty Station:                     Area Office Phnom Penh, Cambodia

Supervisor:                       This position falls under the overall supervision of the Head of Field Operations,  directly reporting to the  Programme Associate based in the Phnom Penh Area Office.

 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
  5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Support communication and activities with local partners, agencies, NGOs, and government institutions.
  7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Coordinate and provide technical support for programme implementation in the assigned geographical area (s) in line with programme guidelines, procedures, and tools.
  2. Monitor programme activities in line with WFP monitoring systems and tools and provide timely trouble shooting and advice related to monitoring findings to improve operations.
  3. Prepare and review reports including field trip reports, monthly reports, quarterly progress reports and partner financial clearances for management review, consolidation, and action.
  4. Document issues, challenges and lesson learned of programme implementation at subnational level including decentralization and de-concentration process and share with the Area/Country Office to help inform programme learning and WFP national strategic direction.
  5. Work with relevant stakeholders at sub-national, mainly commune councils in the planning and implementation of activities related to rural infrastructure, climate change adaptation and food security and nutrition.
  6. Raise awareness on food security and nutrition issues and on WFP programmes among cooperating partners, beneficiaries, communities, and local government authorities through ongoing programme implementation and by providing consistent key messages and representing WFP at various meetings and key events.
  7. Liaise with key stakeholders within WFP Country Office/Area Office as well as other stakeholders at sub-national level to facilitate and enhance the contribution towards Gender Equality and Women Empowerment within WFP areas of operation.
  8. Ensure gender is considered throughout all areas of work under the position as relevant.
  9. Perform other activities as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 4 years of relevant work experience.
  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, reporting, and communicating findings to relevant stakeholders for action. 
  • Has experience utilizing computers, including word processing, spreadsheets and other standard software packages and systems.
  • Has experience utilizing monitoring and evaluation systems and standards.
  • Experience working with communities and commune councils on infrastructure, climate change adaptation, livelihoods, food security, nutrition, or other community-based programmes. 
  • Experience engaging in processes related to commune development programmes (CDP) and commune investment plans.
