ABOUT FINANCIAL REPORTING CENTER

The Financial Reporting Centre (FRC) was established under Article 20 (1) of Somalia’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Act of 2016 to serve as Somalia’s Financial Intelligence Unit (FIU) responsible for receiving, requesting, analyzing and appropriately disseminating information concerning money laundering and terrorist financing. 

The role of the FRC is to help rebuild the trust in the Somali financial system and promote the confidence level of international banks and governments in the Banks and Money Transfer Businesses (MTBs) that operate in Somalia by preventing Banks and MTBs from being used for money laundering and terrorism financing. The FRC does this by:

  • Issuing regulations, providing guidance and feedback to relevant ministries and agencies as well as reporting entities in AML/CFT regime.
  • Designing and implementing compliance monitoring and enforcement systems for sectors that lack designated supervisory authorities.
  • Imposing proportionate, dissuasive, and effective administrative sanctions and penalties.
  • Representing the country in national, regional, and global meetings, forums, and organizations that focus on AML.CFT issues.
  • Signing and implementing the memorandum of understanding and other agreements with foreign financial intelligence units.

THE ASSIGNMENT

IDLO under the FRC Technical Support Project is providing targeted assistance and support to the FRC including the provision of several mentors to strengthen the capacity of the FRC to regulate the financial sector and function as an effective and high-performing FIU capable of detecting, preventing, and deterring money laundering and terrorist financing in Somalia’s financial systems. 

IDLO is seeking to recruit a Communication Expert/Mentor that will be recruited into and embedded within the Financial Reporting Centre’s Office in Mogadishu for an initial duration of 12 months with the possibility of further extension subject to performance and availability of funding. She/he will work under the primary supervision of the Director of the FRC and will be responsible for the following deliverables: 

  • Advise and support the FRC with the implementation of the FRC’s communication strategy  for internal and external communications and outreach;
  • Provide technical assistance, training, and mentoring advice and support the capacity development of the FRC Communication staff;
  • Advise and support the FRC Communication Department on the development and dissemination of messages that increase efficient communication within the organization;
  • Provide technical assistance, training, and mentoring to the FRC Communication Department on the preparation of official briefing materials, talking points, speeches, statements, op-eds, reports, and publications;
  • Develop the capacity of the FRC Communication Department to liaise with pressing media and respond to media inquiries;
  • Provide recommendations on drafting and editing of opinion pieces, statements, articles, media releases and advisories, policy and development contents including, among others, factsheets, web content, social media content, publications, and talking points;
  • Advise and support the FRC Communication Department with the preparation of media briefings and setting up interviews (domestically and internationally);
  • Advise and support the FRC awareness programs on AML/CFT targeting reporting institutions, law enforcement agencies, and the general public;
  • Support the FRC to enhance collaboration with international partners, private sector actors, academia, and research institutions;
  • If requested, participate in meetings with external stakeholders;
  • Prepare a variety of written outputs and file monthly reports concerning the work and performed activities; and
  • Perform other work-related duties as required.

IDEAL CANDIDATE PROFILE 

Education/Work experience 

  • Master’s degree in Communications, Journalism, Public Relations, Marketing or relevant discipline; and
  • 5-7 years of progressive experience in a communication, public relations related role;

Specific knowledge, skills, and competencies

  • Excellent writing and editing, verbal communication, and interpersonal skills;
  • Strategic thinker, ability to communicate complex and specialized information and present in plain language;
  • Proven history of managing communication issues in communities;
  • Strong verbal, Communication opinion, analytical skills, and presentation skills;
  • Strong strategic planning skills and people management experience 
  • Experience in Somalia or working in high-risk environments and under stressful conditions is highly desirable;
  • Strong communication and interpersonal skills, and the ability to develop excellent relations with Somali counterparts and donor officials;
  • Ability to live, work, and travel in Somalia.

 Languages

  • Fluency in written and spoken English.
  • Fluency in Somali is desirable.
