BACKGROUND

The mandate of this consultancy is to support UNICEF country and regional efforts to advance evidence-informed multi-layered HIV prevention for young women and girls by leveraging the latent and untapped expertise within the implementer/practitioner, community, and activist networks across sub-Saharan Africa.  This work will drive a sense of ownership for the evidence-based practices collated in the adolescent girls and young women’s resource guide, and will enhance government partners’ stewardship of rigorous responses, through a focused, implementer-led programme of learning.

Terms of Reference / Deliverables

The consultant will apply virtual collaboration, learning and dissemination tools to structure an array of formats that will support the learning journeys of programme managers – including deploying the appropriate mix of tactics, drawing upon adult learning theory, including leadership academies, learning workshops, harnessing sprints, peer assists, technology transfers, skills building, and/or community listening. A key facet will include deepening seminal relationships with key members of the disparate practitioner communities, across the major global programmes of work to advance girls’ wellbeing

(1) Drawing on cutting edge science, emerging evidence, and based on existing programming tools, develop a lean strategy for jump-starting the development of an active and engaged practitioner-led community of practice on girls’ prevention.   

(2) Build out a community of practice regarding what works to scale up responsive programming for young women and girls, with a focus on amplifying tacit knowledge based on practitioner insights, praxis, and drawing on a spectrum of evidence.    

(3) Develop partnerships and collaborations with key global implementer and knowledge hubs, to support just-in-time knowledge sharing, based on structured mapping of the implementation landscape.  

(4) Identify and deliver opportunities to rapidly fill documentation, knowledge, and sharing gaps, based on partner request documentation, knowledge, and sharing gaps, based on partner request.  

Qualifications

(1) Education

  • Masters level qualifications in Public Health, Sociology, Psychology, Medical Anthropology, International Affairs, Social Work, Gender, or related.

2) Work experience

  • Prior experience with a multi-lateral or international health and development agency, and experience working in at least one of UNICEF’s key geographic units
  • Applicants with expertise in combination HIV prevention programs targeting adolescent and young key populations and/or adolescent girls and young women will be an asset  
  • Experience assembling, developing, or coordinating programmatic guidance (such as SOPs, toolkits, manuals, curriculums, guidance, etc.) will be a clear advantage   
  • Experience in managing team contributions to develop global knowledge goods

3) Competencies

  • Tact and diplomacy in navigating conflicting perspectives
  • A native command of English is preferred   
  • Strong multi-tasking, and drive for on-time delivery required      

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
    • Your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
