Job Title: Budget and Progamming Consultant

Duration: 6 months 

We are seeking to fill the position of Budget and Programming Consultant  based in the Supply Chain Division of our Headquarters in Rome, Italy.

 

 

 

ORGANIZATIONAL CONTEXT:

 

Supply chain management is at the core of WFP’s humanitarian response and therefore an area of strategic focus. WFP aims to continuously strengthen its supply chain capabilities by identifying, designing and

implementing projects around the five pillars of strategy, structure, processes, systems, and people.

 

 

 

JOB PURPOSE:

 

Within the Supply Chain Business Support Unit (SCOB), the Budget and Programming Consultant works together with SCO Division Management and SCO Units reporting to the Head of SCOB Budget/PMO. The       Budget and Programming Consultant will deliver standard business support processes, including budget analysis, forecasting and monitoring, to apply best practice approaches that support the efficient, effective        and compliant utilization of funds.

 

 

 

KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

  1. Consolidate and review budget plans, monitoring and analyzing financial performance and making recommendations in compliance with WFP financial policies and procedures and best practices to support accurate forecast of expenses and optimization of resources.
  2. Provide analysis on funds and grants balances and refer to the supervisor discrepancies to support maximum fund utilization and optimal decision-making process.
  3. Monitor and advise on funds utilization, advance financing, repayment, refinancing arrangements, alerting COs/RBs to approaching deadlines for unutilized funds, grant expiry dates and extensions, and proposing appropriate solutions;
  4. Provide budget codes ensuring expenses are aligned with donor agreements, monitor open commitments; manage grants extension, financial closure and reporting to donors;
  5. Contribute to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximize operational effectiveness.
  6. Enter accurate data in the corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making.
  7. Compile data, provide analysis, maintain accurate records and files and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders.
  8. Maintain communication with a number of individuals regarding project funds management matters and related processes to clarify any discrepancies and optimize the use of funds.
  9. Provide guidance and on-the-job training to other staff in budget planning, fund management and operational planning, to support continued development and consistency in services delivered.
  10. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

 

 

 

SPECIFIC POST REQUIREMENTS:

 

Essential:

 

  • Experience in supporting the analysis and monitoring of unit expenditures.
  • Experience in performing several budget duties in WINGS such as running consumption reports, programming funds, creating/releasing Funds Reservations, allocating funds, etc.
  • Experience in supporting the analysis and monitoring of unit expenditures.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

 

Education:

 

Completion of Bachelor Degree in Economics, Business Administration or related fields.


Language:

 

Working knowledge (proficiency/FAO level C) of English and at least another UN language

 

 

Experience:

 

Three or more years of progressively responsible work experience in the relative business stream  .
