  1. Purpose of consultancy

In the context of the WHO Health Emergencies Incident Management System (IMS) Somalia, at the country level, the incumbent will provide technical support to the incident management teams, Ministry of Health (MOH) and other partners in strengthening critical care, case management and response activities, monitoring implementation care and needs for management of affected populations.

  1. Background

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Based on priorities set by the Somalia WHO Head of Country Office and the Incident Manager, under the overall guidance of the Health Operations Team lead, the incumbent will act as the focal point for expert advice on case management under the case management coordinator, and within the case management pillar of the response. S/he will coordinate and support to the WHO Somalia Country Office (WCO), the Ministry of Health and partners to improve the provision of appropriate clinical and nursing care to patients relevant to a specific disease or hazard/emergency. However, during deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

  1. Deliverables

Output 1: In coordination with MOH and other partners, to improve capacity building of the designated health facilities through formal and on job training.

Deliverable 1.1: To implement and conduct all planned capacity building trainings of WHO medical operations and provide detailed analytical reports by category using standard WHO format.

Deliverable 1.2: To provide training evaluation report on impact assessment

Output 2: To conduct assessment of key health facilities (as per PEF project list) with active facilitation and support to the regional and other key hospitals.

Deliverable 2.1: To provide draft assessment report with detailed analysis by facility

Output 3: to provide IMS team and all partners with updated information with issues related to critical care, case management, developing/adapting tools, interventions and approaches.

Deliverable 3.1: To submit informative and analytical update report to IMT Weekly

Output 4 Establish Partnership with FMOH, SMOH, NGO, other UN agencies and partners and ensure exchange of information, updates and reports

Deliverable 4.1: Explore and maintain partnerships with aforementioned organizations.

Deliverable 4.2: Establish and streamline regular reporting mechanisms

Output 5 To establish a monitoring system at the implementation level with a follow up mechanism in place

Deliverable 5.1: To collect, analyse and submit all administrative and monitoring data.

  1. Qualifications, experience, skills and languages

Essential qualifications:

Essential: Bachelor’s degree in Nursing, Medicine or relevant field

Desirable: Master’s in public health or any other health related field

Experience required:

Minimum of 5 to 10 years of relevant experience in public health or clinical experience on case management or in emergency health

Skills/Technical skills and knowledge:

  • Sound technical skills and knowledge in the area of case management
  • Concrete skills and knowledge in emergency response.
  • Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts;
  • Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

Language requirements:

Expert knowledge of English is required.

This consultancy will require travel inside Somalia.

  1. Remuneration and budget (travel costs are excluded):
    1. Remuneration: band level B
    2. Expected duration of contract (Maximum contract duration is 11 months per calendar year): less than 6 months (exact dates to be decided)
