Overview of position

Under the overall oversight of the Mission Security Officers, and direct supervision of the Head of Field Office.

Role objectives

1.Liaises and coordinates, as appropriate with UN security, the Humanitarian Access Group (HAG), the host government security organizations and/or personnel including national and local provincial authorities, security forces and police officers as well as non-governmental organizations and other non-State actors in the area of operation.

2.Monitor security situation at the duty station and ensures appropriate gathering and verification of security information that may be required for analysis of the situation by the IOM security officers.

3.Build IOM’s network of relationships and support IOM’s access negotiations in line with the engagement strategy, working with the Head of Sub-Office, province level access focal points, and the Access Officer in Kabul.

4.Develop stakeholder mapping to timely identify key points of influence and any shifts in authorities; risk analysis; and analysis of access incidents/trends.

5.Support the HoSO with accurate and timely reporting of access constraints and breaches of International Humanitarian Law to the Access Officer for inclusion in the access incident log.

6.Communicates alert bulletins with Mission personnel deployed in his geographical field of scope, using most appropriate communication means (SMS, Email, radio communication or cellphone)

7.Maintains a statistical database of all security incidents occurring in the geographical field scope.

8.Collect data providing daily staff headcount, guard force headcount and timesheet.  

9.Submit a briefing note on daily basis to the HoSO and the IOM Afghanistan security officers.  

10.Ensure that staff comply with Mission security standards procedures and protocols of UN DSS and the IOM Security Management System.

11.Assist with collection of data to perform Security Risk Assessment (SRA), Premises Security Surveys, Standard Operating Procedures (SOP).

12.Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation briefing to newly assigned staff members. Assist in preparation and delivery of other security briefings, as required.

13.Provides general administrative assistance to the HoSO attending local security meetings. Filling security incident reports.

14.Maintains routine and confidential correspondence files/documents with HoSO and IOM Afg. Security officers.

15.Maintains warden system records.

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.

  • Coordinates actions with emergency response actors and making use of coordination structures.

  • Supports adequate levels of information sharing between internal units, cluster partners, IOM and other emergency response actors

  • Familiar with UN/IOM radio procedures

Further information
  • High school. Bachelor’s degree (or equivalent) in social science, law, or other relevant field is desirable.

  • A minimum of 5 years of progressively responsible experience in security related activities

  • A minimum of 2 years work experience in an international organization

  • Proven experience supervising staff and leading a team.

  • Ability to work efficiently and deliver under pressure and strict deadlines

  • Past work experience with UNDSS, or security service is an advantage

  • Solid computer skills, including proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook), web based message distribution systems, Google Earth.

VI. Languages:

  •  Fluency in English, Dari and Pashto

  • Any other local languages are an advantage
