Organizational Setting:

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing “Support for Structural Reform and Strategic Development of Agrarian Services Agency” project under FAO-Azerbaijan Partnership Programme (FAPP, 2016-2021). The project aims to support structural reform and strategic development of Agrarian Services Agency by enabling strengthening the delivery and effectiveness of the veterinary, crop protection, seed management and technical control services in the country.

Technical Focus:

Under the overall supervision of the Assistant to FAO Representative in Azerbaijan (AFAOR), Legal Officer from LEGN Department, the direct and operational supervision of the Program Management Specialist (FAPP), the technical supervision of the Lead Technical Officer (LTO) and responsible FAO Technical Team, National Expert on Information and Communication Technologies will carry out the following activities:

Tasks and responsibilities:

• Assess the current ICT underlying ASA’s information systems (both internal records and online services), identifying gaps and opportunities for improvement;

• Work on meeting the ICT needs of ASA, including providing necessary modifications to existing system on plant health and agricultural machinery;

• Work closely with national and international consultants, including with the experts from GCP/AZE/018/EC project, project partners, and the ASA staff to design the overall architecture and define the components and functions of the ASA’s online information and advisory system for farmers;

• Guided by the recommendations of the relevant consultants, project partners and ASA staff, provide the recommendations with regard on the structure of the new soil data interpretation software relevant to conditions in Azerbaijan;

• Provide trainings on software on the interpretation of soil test results and the hold a workshop on the software’s adaptation to conditions in Azerbaijan;

• Prepare terms of reference on the development of an online consulting system for ASA and support its integration with the EAIS of the MoA of Azerbaijan, taking in due account the high-level plan (GCP/AZE/018/EC);

• Support the activities of an International Consultant on ICT.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements:

  • University degree in Information Technology, Computer Sciences, Engineering or any other related fields
  • Minimum of 5 years working experience as ICT support staff/consultant
  • Working knowledge of English
  • Nationality of Azerbaijan or resident in the country with a regular work permit.
