Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Employment Analyses and Economic Policies Unit (ANALYSES) of the Employment, Labour Markets and Youth Branch (EMPLAB) within the Employment Policy Department (EMPLOYMENT). 
EMPLAB has the primary responsibility for supporting constituents for better employment outcomes, including for youth, based on the normative guidelines of the Employment Policy Convention, 1964 (No.122).  The Branch develops and advocates for integrated global and country employment policy frameworks, builds knowledge on employment and labour market policies, facilitates tripartite policy dialogue on employment promotion, and supports policy development and implementation by strengthening relevant labour market institutions and building capacities of constituents. Within this framework, the Branch assists governments and social partners in developing the new generation of gender-responsive National Employment Policies (NEP 2.0) which have a stronger focus on employment diagnostics, pro-employment economic policies for job creation, future of work drivers, gender equality, and labour market programmes and services for transitions over the life course, with age (in particular youth employment) and gender, as cross-cutting elements. Due consideration is given to risks factors associated with health, economic and political crises that impact the labour market and employment outcomes. The Branch also provides support to ILO field offices in the development and implementation of employment interventions as components of Decent Work Country Programmes (DWCPs) and United Nations Sustainable Development Cooperation Frameworks. 
EMPLAB is composed of three technical units, namely: Employment Analyses and Economic Policies Unit (EMPLAB/ANALYSES), Employment Strategies for Inclusive Transformation Unit (EMPLAB/STRATEGIES), and Labour Market Services for Transitions Unit (EMPLAB/SERVICES), along with two groups, Gender in Employment (EMPLAB/GENDER), and Youth Employment Accelerator (EMPLAB/YOUTH). The Administrative Support Unit (EMPLAB/ADMIN) supports the Branch Chief and provides the necessary administrative and secretarial backing to the technical units and groups.
EMPLAB/ANALYSES leads analytical, gender-sensitive research and provides assistance on employment dynamics and economic policies. The unit contributes to global policy debates on employment in the G20, BRICS and other relevant contexts including in connection to the 2030 Agenda. It provides analyses of overall trends in employment and labour markets, including for youth and women, macroeconomic and sectoral policies for job creation and productive economic transformation, and future of work drivers and full employment, in the context of new generation of gender-responsive National Employment Policies (NEP 2.0). It publishes high quality analyses in these areas and engages in related resource mobilization.
The main role of the Head of EMPLAB/ANALYSES is to lead and manage the unit towards achieving its programme objectives in alignment with the branch and department goals and longer- term vision of the Office.

This position reports to the Chief of EMPLAB.

Specific Duties

1.Lead and manage the unit, ensuring effective supervision of staff and delivery of the work plan, in line with operational priorities, outcomes and targets. Identify priorities and provide input to the development of the strategic work plan of the Branch and to meet its objectives.
2.Conduct, direct and provide oversight of research and analysis on issues concerning national employment policies, with a particular emphasis on comparative international analysis of macroeconomic and sectoral policies for job creation and productive economic transformation, and write periodic policy briefs on these issues, including best practise cases. 
3.Coordinate and develop detailed terms of reference for global and country studies pertaining to employment and economic policy and oversee the drafting and policy discussion processes.
4.Lead and provide technical guidance on tools development and capacity-building activities to constituents  in the area of employment and economic policies. Play a lead role in the design and delivery of relevant training  programmes under the rubric of the department's employment policy courses in collaboration with the International Training Centre of the ILO in Turin, Italy.
5.Provide policy advice and technical assistance to Member States regarding the design, implementation and review of national employment policies and programmes, including with respect to gender-related topics, in recognition of the need to work in an integrated manner, collaborating with various stakeholders. 
6.Play an active role in supporting the work of the department and the branch in its contributions to the design and implementation of the Programme and Budget Outcome pertaining to employment..
7.Provide technical inputs to documents produced within the department or other departments of the ILO related to employment policy, including technical documents and policy brief to support the ILO participation in the G20, BRICS and other international and regional fora. 
8.Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
  2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization. 
  3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  4. Assume full responsibility for policy formulation and providing policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
  6. Evaluate the efficiency and effectiveness of the project activities.
  7. Lead technical advisory missions.
  8. Conduct seminars, workshops and technical meetings.
  9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
  10. Write manuals and training guides on related topics.
  11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General’s report to ILC).

Required qualifications

Education

Advanced university degree in economics or related social sciences with demonstrated expertise in the field of employment and labour market analyses and policies. A PhD would be an asset.

Experience

Minimum of ten years' experience of which at least seven at the international level related to full and productive employment and related research on employment, including pro- employment macroeconomic and sectoral policies. This includes advocacy, programme and policy design and management, and demonstrated work with stakeholders such as governments, employers' associations, trade unions, UN and other inter-governmental agencies/organizations. Experience in managing teams and proven research record, with publications in international peer-reviewed journals, are required for this position.   

Languages

Excellent command of one official language (English, French, Spanish) of the Organization and a working knowledge of a second official language. 

Competencies

In addition to the ILO core competencies, this position requires:

Technical competencies - Demonstrated and recognized technical, managerial, leadership, advocacy and communication skills in policy development and implementation; demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the field of employment and labour market analyses; ability to provide reasoned policy and programme advice to constituents; ability to understand purposes and approaches to policy advice and technical tools outside the specific area of technical expertise.

Behavioural competencies - Ability to conduct discussions and negotiate with governments, employers' and workers' organizations, multinational companies, non-governmental and other UN agencies and bilateral donors. Ability to manage large projects and coordinate activities among projects and work well in multidisciplinary teams. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
