The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

 

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located in the Country Office for Kathmandu (CO-Kathmandu) based in Kathmandu, Nepal. CO-Kathmandu is responsible for providing support to governments, employers' and workers' organizations in Nepal in their efforts to reduce decent work deficits and to pursue development for dignity through the promotion of rights at work, employment, social protection and social dialogue, thus achieving social justice and the Sustainable Development Goals.

The position will be responsible for designing and managing the work related to local development with a decent work perspective in Nepal and regionally.  The specialist provides policy advice to ILO constituents and related social partners, designs and manages policy-oriented research and analytical work, develops and supervises development cooperation projects, and also develops technical guidelines, new methodologies and concepts for local development.  The position will focus on policy formulation and adoption, provide technical support, initiate and manage various initiatives contributing to the development of knowledge, develop strategic partnerships and ensure knowledge development, management and transfer. The specialist will carry out this mandate with an integrated decent work approach, including rights and standards, employment creation, promotion of sustainable enterprises, social protection and social dialogue aspects.  The incumbent of the position will collaborate with specialists in Decent Work Technical Support Teams in the region and relevant headquarters departments to ensure policy and operational coherence.

The position reports to the Director of CO-Kathmandu and receives technical guidance and advice from the Enterprises Department at ILO headquarters.

Specific Duties

1.Identify and promote the possibilities and advantages of integrating local strategies contributing to decent work into national and sub-national developments and frameworks, as well as into Decent Work Country Programmes.
2.Provide policy advice to ILO constituents and other stakeholders on strategies to promote decent work through customized and integrated approaches to enterprise development in line with the ILO sustainable enterprise development strategy and with specific reference to entrepreneurship, small business development, responsible business conduct, enterprise formalization, productivity enhancement, market systems, social finance, social and solidarity economy and greening of enterprises.
3.Analyze and develop policies and strategies relating to job creation and social protection at the local level, with specific attention to workers and operators in the informal economy, vulnerable populations, and also to gender equality considerations, post-disaster and crisis situations.
4.Undertake technical missions to countries in the sub-region and provide advice to governments, employers and workers organizations and other relevant institutions on the formulation and implementation of local development strategies, policies and programmes reflecting the Decent Work Agenda.
5.Provide technical support on the development, design, implementation and evaluation of local development programmes linked to country- and regional-level priorities.
6.Design, develop, manage, monitor and assess key initiatives contributing to the development of knowledge and models illustrating the feasibility and advantages of local strategies for decent work and informing policy formulation.
7.Develop strategic partnerships with key institutions at local, sub-national, national, regional and international levels for the inclusion and promotion of local development strategies in their mandates and programmes.
8.Ensure effective knowledge development, management and transfer on local development in the sub-region. Contribute to the global knowledge base and transfer on local development in the ILO, including with the International Training Centre of the ILO in Turin, Italy.
9.Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications

Education

Advanced university degree in economics, business or social sciences with demonstrated expertise in economic development.

Experience

Eight years of experience at the national level or five years at the international level related to the field of employment creation, enterprise development, social protection and environmental just transition.

Languages

Excellent command of English. A working knowledge of a second official language (French, Spanish) of the Organization, as well as knowledge of any national languages of the sub-region would be assets.

Competencies

In addition to the ILO core competencies, this position requires:
Ability: The ability to synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in Member States; produce reports (e.g. reports for regional conferences and the International Labour Conference, technical publications, training manuals and draft resolutions); evaluate and monitor development cooperation activities and projects. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

 

 

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
