UNOPS -South Sudan Country Office (SSCO) is recruiting this position through an Emergency Recruitment process (EPP).

This is an exciting and rewarding opportunity to help shape UNOPS’ efforts to support the Enhancing Community Resilience and Local Governance (ECRP)' in South Sudan.  UNOPS is seeking to recruit Project Management Support Senior Assistant. The position is based in Juba.


UNOPS will be leading the implementation of a three-year multi million USD Project “Enhancing  Community Resilience and Local Governance (ECRP)' in South Sudan starting in July 2020 with the  Objective is to improve access to basic services and strengthen community institutions in South Sudan.  

The ECRP is a follow on Project to the Local Governance and Service Delivery Project (LGSDP) that  was implemented in South Sudan from 2014 and involved the transfer of block grants from the national  government directly to county government with the Objective of helping develop an annual  intergovernmental fiscal transfer system for local development.  

The ECRP Project will be implemented by UNOPS and the International Organization for Migration, with  UNOPS being the primary grant recipient and responsible authority for the establishment and  implementation of the Project Management Unit (PMU) whose primary tasks will include: project  management, stakeholder and communication management, fiduciary and procurement management,  results management and risk management. UNOPS will be the grant recipient and will be directly  accountable to the World Bank in all aspects related project delivery (Project Management - Social and  Environmental Safeguards, Fiduciary Oversight and Procurement Planning, Infrastructure Quality and  Standards; Project Implementation – of community infrastructure as per agreed scope; as well as  directly liaising with the Government of South Sudan).

The ECRP comprises the following four components:-  

Component 1: Community Infrastructure and Services-this will involve the implementation of  sub-projects selected through an open menu approach where communities will be allowed to choose  freely, in a participatory manner, based on their needs.  

Component 2: Local Institution Strengthening which is split into two parts: community institution  strengthening and county government strengthening.  

Component 3: Project Management and Learning.  

Component 4: Contingency emergency response.  

The ECRP will be implemented throughout the country's 10 states and associated counties. The  community infrastructure sub-projects are divided by area and implemented by IOM and UNOPS  separately. While the two UN-agencies will implement their respective projects, a harmonized approach  will be managed and governed by UNOPS through the Infrastructure Compliance Guidelines and the  Project Implementation Manual. The sectors include water supply and sanitation; rural roads; primary  health facilities; primary schools; small scale irrigation schemes and community markets. UNOPS will  be responsible for quality assurance of all sub-projects during the planning, design and construction  stages, through a monitoring plan.  

Functional Responsibilities

The Project Management Support Senior Assistant who shall report directly to the Senior Project Manager, is responsible for performing the following duties and responsibilities;

Functional Responsibilities

● Assist in preparation of periodic accounting records by recording receipts and disbursements (ledgers, cashbooks, vouchers, etc) and reconciling data for recurring or special reports. 

● When authorized, make disbursements from Petty Cash and/or Operational Advance Accounts; maintain records of these disbursements and balances accounts as required.

● Maintain financial records for project or other office accounts for which responsibility is assigned. Records receipts and payments, assures accuracy of computation and completeness of documents and maintains the continuing status of allotments against obligations. 

● Assist in calculation and payment of allowances and travel claims. 

● Organize movements of project staff and goods to the project sites; prepare for Travel Authorizations, Movement of Personnel and Cargo Movement Request. 

● Assist project staff on renewal of visa, travel permits and police registration. 

● Assist in managing the project allocated vehicles and other assets with timely repair and maintenance, maximizing operational efficiencies to the project implementation. 

● Whenever required, raise requisitions in oneUNOPS for the project support procurement and purchasing requirements for the Project Manager’s approval. 

● Assist in maintenance of Property, Plant and Equipment register and operational databases. 

● Organize stationeries and other consumables for the project team day to day operations. 

● Assist in scanning, copying of documents and maintaining proper filing system and document archives. 

● Perform other duties to support the project team as required.  Monitoring and Progress Controls 

● Day to day administrative support provided to the project team. 

● Satisfactory performance on a daily basis. 

Final Product 

● Requested tasks are delivered in a timely and efficient manner and according to UNOPS procedures to meet project requirements. 

● Accurate, well organized and complete information and records. 

● Client satisfaction based on feedback and performance indicators. 

Education/Experience/Language requirements

           Education: 

    ● Secondary School Education is the minimum academic requirement for this role OR ● Diploma in Business Administration, Project Management or related field with 3 year of relevant experience OR

    ● University Degree in Business Administration, Project Management or related field with 1 year of relevant experience OR  
    ● Master's Degree/PhD in Business Administration, Project Management or related field is an added advantage
     
    Work Experience: 

    ● Minimum 5 years of working experience in project management with completion of Secondary School Education ● Experience in basic accounting/clerical activities is an asset; 

    ● Experience in the usage of computers and google software packages and experience in handling web-based management systems is an asset; 

    ● Knowledge of UN/UNOPS rules and regulations will be considered an asset. ● Skills in project management - monitoring and evaluation and administration support are an added advantage.

    Language requirement:
    ●Fluency in written and oral English required. ●Knowledge of local Arabic Language desired.
