ORGANIZATIONAL CONTEXT

 

The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries. 

 

Supply chain management is at the core of WFP’s humanitarian response and therefore an area of constant strategic focus. Over 3.500 supply chain staff work around the clock to deliver food assistance to beneficiaries in some of the most complex environments. Empowering our staff with the right expertise and skills is critical to our success. The Supply Chain function is committed to offer an innovative and effective learning journey to all of its workforce. 

 

THE ROLE

 

You will provide specialized support and lead global Supply Chain training initiatives, assure effective learning experiences and continuous enhancement of the Supply Chain Training approach. 

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Under the direct supervision of the Supply Chain Head of Learning and Development, you will work in close collaboration and coordination with the HRMTC branch and will have responsibilities as outlined below:

 

  • Leveraging available learning resources – lead the design, development and implementation of appropriate learning solutions so that Supply Chain staff can perform their work optimally to deliver WFP’s mandate and adjust to industry best-practice developments relevant to the humanitarian sector.
  • Oversight of technical, cross-cutting and soft skills trainings to enable a cohesive approach.
  • Conduct a comprehensive Learning Needs Analysis that covers all levels of the Supply Chain to identify the major learning needs of Supply Chain colleagues (in HQ and the field) and address these needs and skills gaps through the development of appropriate learning solutions. 
  • Facilitate the coordination between key stakeholders such as internal functional experts, SC trainers and instructional designer and/or vendor, staffing coordinator.
  • Develop Supply Chain Training guidelines for streamlining functional learning and development processes applicable to both HQ and field colleagues.
  • Support the development of strategic training structures that would adapt to evolving needs.
  • Continuously monitor progress and provide feedback and evaluation of the different learning activities to the Staffing Coordination team.
  • Measure and evaluate effectiveness of trainings which feed into SC’s integrated workforce management and informed decision-making process.
  • Provide inputs to the L&D component of the employee mapping exercise and update information accordingly.
  • Support the development of a comprehensive annual learning plan for Supply Chain to ensure that training requirements, needs, and expectations are met.
  • Drive learning and develop innovation ideas and projects with a strategic focus on enhanced and improved performance within Supply Chain.
  • Research the viability of new programme offerings, market potential, and competitive pricing models, developing unique programming in response to wider humanitarian community needs and interests in collaboration with the corporate learning and development team (HRCM).
  • Maintain and update the L&D dashboard and other related products (SC Learning channel, catalogue, etc.), contributing and leading relevant improvements, recommendations, and change in order to effectively communicate the strategic relevance of L&D on the SC mandate.
  • Develop the terms of reference, coordinate and moderate a network of regional training focal points for the design and coordination of regional training plans for Supply Chain.
  • Provide mentoring and coaching to the team and support the continued development of team members.
  • Perform other duties as required.

 

DELIVERABLES AT THE END OF THE CONTRACT

 

  • Enhanced visibility of L&D within SC
  • Improved communication and relevance of L&D being incorporated into Staffing Coordinator actions, contributing to career conversations with line managers.  
  • Professional L&D activities are rolled out at the global level in a harmonized way
  • An established network of Supply Chain focal points.
  • An established template of a comprehensive annual training plan that is renewable and adaptable to future needs.

 

QUALIFICATIONS AND KEY REQUIREMENTS

 

EDUCATION: 

 

You have:

 

  • First University Degree in Learning and Development, Adult Education, Human Resources, Instructional Design, or another related field. 

 

EXPERIENCE: 

 

You have:

 

  • Minimum 5 years of post-graduate, professionally relevant experience.
  • Proven experience in leading and developing training events for a diverse audience in an international organization operating in humanitarian and/or development contexts.
  • Experience in developing and running online/virtual and simulation-based training in humanitarian contexts.
  • Experience in coaching and mentoring approaches.
  • Experience in developing humanitarian team capacities in resource-limited contexts.
  • Experience in instructional design (assessing training needs, writing training/learning objectives, designing training, evaluating training, assessing participant learning).
  • Experience with peer-to-peer learning and self-assessment.

 

LANGUAGE:

 

You have:

 

  • Fluency (level C) in the English language. 
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

ADDITIONAL / NICE-TO-HAVE REQUIREMENTS

 

  • Work experience with an international humanitarian or development organization or specifically with WFP/UN and other UN Agencies.
  • Familiarity with the UN procurement process system, related to vendor selection and management.
  • Experience designing and delivering field programmes.

TERMS AND CONDITIONS

 

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 2 years. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

 

Occasional travel to field locations as appropriate is required to take up this assignment.

 

The position is based in Rome, Italy and will require the selected candidate to relocate. Telecommuting arrangements are available and may be approved in line with the post requirements.
