OBJECTIVES OF THE PROGRAMME

The overall objective of the Cluster is to provide leadership and ensure action in supporting Member States in building and sustaining resilient health systems that provide equitable access to quality essential health services to people across the life course using people-centered approaches. This is done by strengthening leadership, governance and advocacy for health; improving the availability of and access to quality and motivated health workforce, improving access to essential medicines, vaccines, diagnostics and devices; strengthening country capacity in data and innovation, and improving access to quality essential health services, especially at the Primary Health Care level; while reducing the number of people suffering financial hardship in order to contribute to the attainment of Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs) in the WHO African Region. The Cluster is responsible for the following technical areas - Health Strategies and Governance (HSG); Health Financing and Investment (HFI); Health Information System (HIS); Medicines Supply, Health Infrastructure, and Equipment Maintenance (MIM); Health Workforce (HWF); Reproductive, Maternal Health and Ageing (RMH); and Child and Adolescent Health (CAH). The Cluster provides leadership and vision to the above and related areas of work in the WHO African Region and facilitates planning, programming, implementation, monitoring and evaluation of services in an integrated approach. The Cluster responds to the needs of the population through collaborating with the Assistant Regional Director (ARD), UHC/Communicable & Non-communicable Diseases (CND), UHC/Healthier Populations (HP)and Emergency Preparedness & Response (EPR)Clusters in facilitating the delivery of equitable and people-centered health services across the life course, including expanding access to essential maternal, newborn and child health services to save the lives of women, children, and adolescents, and strengthening the resilience of health systems against threats. It also coordinates across clusters the implementation of guidance and policies for continuity of essential services during emergencies. The Cluster also develops strategic partnerships, mobilizing capacities in the region in the pursuit of its objectives and contributes to cross-Cluster resource mobilization to achieve universal coverage for significant improvement in health outcomes using Primary Health Care as a delivery vehicle. The Director's Office is responsible for developing, leading, monitoring and evaluating the work of the UHC-LC Group and coordinating its action with WHO Headquarters, Clusters, and partner agencies and institutions.

DESCRIPTION OF DUTIES

Identify subjects of interest to develop and improve media/communication activities at the country level and develop a communications plan for the ULC cluster, which works in synergy with the global and regional communications strategies;Accurate and timely production and dissemination of high-quality public information products which highlight ULC, and partners work on the ground and promote achievements and results of key public health initiatives. Including but not limited to press releases, notes for the media, media advisories, talking points, social media posts, interviews, filming opportunities and ULC webpage;Build contacts with the press/media and key partners and optimizing networking opportunities; Undertake donor research, produce, update, and disseminate donor profiles, identifying emerging sources of funding and their potential for the future and provide support on strategic engagement with donors;Guide on proposal development and other funding requests by technical units to partners/sources of funding for resources mobilization;Guide technical units on the development of grant proposals and agreements, their engagement with partners, operational procedures to secure the required clearance;Oversee grant reporting and ensure high quality reports to donors; Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in public health, business administration, management, Communications, international relations, or a related field.
Desirable: -

Experience

Essential: At least five years' related experience, at the national and international level, in communication, and or advocacy and or external relations and or resource mobilization, and or partnerships. Proven experience in writing advocacy documents and in the production of communication material.
Desirable: Prior working experience with WHO/UN or with an international nongovernmental organization.

Skills

Proven skills in the development and implementation of communication/media products and tactics. Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus. Thorough knowledge of the principles, techniques and practices of partnership development and ability to work in a multi-disciplinary and multi-cultural environment. Ability to establish and maintain partnerships at organizational, local, and international levels. Excellent analytical and writing skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2852 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
