Consultant – Economic Evaluation and Analysis

Purpose of consultancy

To provide technical support for economic evaluation products that include the UHC Compendium, OneHealth tool and survey on health benefit packages and health technology assessment.

I) The Universal Health Coverage (UHC) Compendium: the consultancy will provide support with three aspects of the UHC Compendium project, as follows: 1) supporting the team to improve and expand the online data management system that has been built to date, including identifying requirements and enhancing the data model to reflect the latest technical thinking, and testing solutions provided by developer counterparts; 2) support data collection processes for standardizing data on resource inputs for health action bundles, and, as required, support the methods and collection of resource inputs data to inform cost and cost-effectiveness modelling; 3) support updates to the frontend website for the UHC Compendium, including working with Power Bi visualisations and related sections on cost-effectiveness.

II) Global Survey on Health Technology Assessment (HTA) and health benefit packages: the consultant will contribute to the production of outputs such as articles and reports related to the 2021 survey data, including an overall publication, and provide support in responding to queries from other groups working with the data.

III) OneHealth Tool (OHT): the consultancy will support the project aimed at redesigning the current desk-based OneHealth tool in an online (cloud-based) platform. The consultant will specifically assist in engaging with WHO’s Information Management & Technology (IMT) and vendor counterparts and advise on whether proposed solutions meet business requirements.

IV) Economic Evaluation and Analysis (EEA) team website: the consultant will support the maintenance and periodic updating of the EEA team website, and specifically be in charge of liaising with team members to update content as needed, as well as serving as supporting with the Sitefinity-related queries.

Background

HGF supports countries to develop health financing and governance policies, strategies and data that will lead to universal health coverage.
It develops the methods, tools, and standards as well as building capacity and providing technical support related to collecting and assessing evidence in health policy.
Three of its global public health goods are the UHC Compendium of health interventions, the Guidance on procedural aspects of using data to support health benefit package selection (which includes a global survey on HTA and benefit packages), and the OneHealth tool.
The focus of this work has largely been on generating and disseminating global and country evidence and knowledge on how to set priorities in health, with a specific focus on value for money.

Deliverables

Deliverable 1: UHC Compendium.
1A: Prepare monthly report on progress with respect to the above three work streams and specifically report progress on the following deliverables: number of Excel files prepared for backend data entry, number of meetings held to orient and support programme colleagues on the data entry, development of training materials, communication with IMT and project team on data model and data management.

Deliverable 2: Global survey on HTA and health benefit packages
2A: Provide analysis and writing support for documents and reports related to the survey on health benefit packages and health technology assessments.
2B: Provide responses to queries from other groups working on survey-related products.

Deliverable 3: OneHealth tool.
3A:Provide monthly report on progress with respect to the migration of the OneHealth tool to an online environment. Specifically, progress should be reported on achieving the expected deliverables of the three lots of work (Lots 1, 2, and 3) as stated in the OHT redesign business requirements document.

Deliverable 4: EEA team website.
4A:Provide monthly report on EEA team website updates.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

University degree in economics.

Desirable:

Masters’ degree in economics or health economics.

Experience

Essential:

Minimum of 5 years relevant experience in health economics or in a similar field.

Desirable:

  • Experience with WHO or other UN agencies.
  • Experience with non-governmental organizations and bilateral agencies.

Skills/Knowledge:

  • Strong technical skills in: Data analysis, database management – particularly in relation to interventions, costs and resource use for benefit packages and analysis of quantitative datasets and development of data visualisations.
  • Strong interpersonal skills.
  • Excellent time management and project management capabilities.
  • Understanding of the use of data – including economic evidence - to inform health care decision-making.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Basic knowledge of other UN language.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B - USD 7,000 - 9,980 per month.
