OBJECTIVES OF THE PROGRAMME

The Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme,the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 to be approved by the World Health Assembly in May 2022.

The programmes have the following strategic directions:

1) Deliver people-centred evidenced-based services;

2) Optimise systems, sectors and partnerships for impact;

3) Generate and use data to drive decisions and action;

4) Engage empowered communities and civil society; and

5) Foster innovations for accelerated action.

The 2022-2030 GHHS's are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of all three Programmes is to lead an effective, organization-wide effort to support Member States in the implementation of the GHSS. The programmes provide technical and strategic leadership and leverages on the capacity of other headquarter departments to contribute to elimination. The programme also works closely with WHO Country Offices, through the Regional Offices in order to maximize WHO's impact in the context of the General Programme of Work 13 (GPW13) guided by the“Triple Billion” targets related to universal health coverage, protection from health emergencies, and promotion of better health and well-being for all.

DESCRIPTION OF DUTIES

- Coordinates and provides senior technical leadership in establishing new approaches, evidence-based policies and strategies, and capacity building initiatives for implementation across Regional and Country Office programmes in the respective area of work.

- Provides senior level health technical expertise and advice to the Director and Senior Management in the area of HIV, Hepatitis and STIs treatment, care and service delivery on the development and establishment ofnew health strategies and policies for implementation within national and global policies.

- Ensures effective coordination, management, and accountability of the programme area in delivering its objectives through efficient managing adiverse team of technical experts, financial resources and effective work plan coordination to optimize the programme's deliverables in line with the mandate of the Organization.

- Ensures the coordination and management of the monitoring and evaluation and reporting of the Department's area of work of key performance indicators and global reporting requirements and mechanisms to optimize performance of Department deliverables.

- Serves as the scientific/technical reference among UN Agencies and the peer community on the treatment, care, service delivery and diagnostics across populations and age groups for HIV, hepatitis and STIs.

- Builds technical partnerships with other UN Agencies, Donors, research institutions and other stakeholders in the HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics to position the technical area of work and implementation into respective policies.

- Represents the programme area of work in global fora and capacity building activities.

- Leads the development and monitors the uptake of evidenced-based norms and standards and related tools on HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics, across populations and age groups. This includes norms and standards for co-morbidities and co-infections, as well as,for mother to child transmission of HIV, Hepatitis and STIs, paediatric and adolescent treatment, care and service delivery, and appropriate diagnostic tools to monitor the respective infections, and for determining development of drug resistance to standard treatment and management of emergence of drug resistance.

- Provides specialised and high-level dialogue technical support on treatment, care, service delivery and diagnostics for the three disease programmes to priority countries.

- Builds and promotes strong partnerships with regional, national and international health partners, including UN agencies, Ministries of Health, Civil Society, NGOs, academia and service providers to ensure an excellent coordination of treatment, care and services delivery issues.

- Provides high level advocacy and expertise support on the integration of services where feasible in line with the primary health care and universal health care agendas.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in medicine and public health or equivalent.
Desirable: A PhD in one of the above-mentioned fields or equivalent.

Experience

Essential: A minimum of 15 years of professional experience in the management of HIV, Hepatitis and/or STIs treatment, care, service delivery and diagnostics; with at least 7 years professional experience in LMIC settings related to implementing and managing treatment & care policies and norms and standards. A minimum of 10 years' experience in regional and/or global public health management, including experience providing senior level advice and guidance to Senior Management/Decision makers and managing human and financial resources. Demonstrated experience at the international level in creating science, reviewing clinical and implementation studies, and developing the latest evidence-based guidance as documented through peer-reviewed publications.
Desirable: Demonstrated experience in leading major international processes/for building consensus on HIV, Hepatitis and/or STI treatment, care, service delivery and diagnostics. Experience in developing and maintaining technical and research networks and convening technical stakeholders meetings including from public, private and civil society sectors.

Skills

- Ability to understand and translate clinical and public health strategies into policy and implementation for impact within low and middle income settings, and to demonstrate credible global level experience with scientific systematic reviews and development of evidence-based norms and standards.

- Excellent skills and ability in managing diverse teams and financial resources; strong understanding and skills in mobilizing resources.

- Ability to engage, build consensus and communicate effectively and diplomatically with Member States, partners and media.

- Commitment to collaborate effectively with other key partners in the Health Subject area.

- Globally-respected level of technical and scientific expertise and knowledge in HIV, Hepatitis and STIs treatment, care, service delivery and diagnostics.

- Proven leadership skills in the planning and coordination of multidisciplinary public health programmes, which includes extensive experience with the implementation of a public health/disease control programmes in low-and middle-income settings.

- Demonstrated leadership in the area of HIV, Hepatitis and/or STIs treatment, care and service delivery with emphasis on the evaluation of evolving scientific and implementation knowledge in the context of sustainability and primary health care in resource limited environments.

- Excellent knowledge of the rapidly evolving clinical and implementation research over the last 5 years, and demonstrated credibility to translate research into public health policy guidance and to present and defend those in high level international fora.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 103,660 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7075 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
