Background
UNDP Pacific Office works with parliaments to address constraints to the effectiveness and capacities of national parliaments in Pacific Island Countries in order to engage with key development issues, contribute to the development of participatory and transparent national planning processes, expand parliamentary outreach and citizen engagement to include traditionally excluded groups such as women and youth, and increase the political participation of women.
At the request of the Parliament of Vanuatu, UNDP will recruit an experienced national consultant to assist the Parliament of Vanuatu in reviewing/amending the Parliamentary Services Staff Manual. The Consultant will review the relevance of the staff manual; taking into consideration legislation covering the operations of Parliament, Parliament’s Corporate and Business Plan, the Organizational Structure, existing Standard Operating Procedures etc.
The Consultant will work closely with the Clerk of the Vanuatu Parliament when executing this consultancy.
Duties and Responsibilities
Scope of Work
Under the direction and guidance of the Clerk of Parliament, the national consultant will undertake a comprehensive review of the Parliamentary Services Staff Manual. Further, the consultant will also
develop and implement a training sessions for parliament staff on the revised Manual.

Institutional Arrangement
- The consultant will report to the Clerk of Parliament of Vanuatu and the UNDP Pacific Office Parliamentary Development Specialist
- The consultant will also provide to UNDP, a summary of activities during the consultancy period as of this assignment; part of the work to review the Manual
- All reports and documents relating to the assignment will be submitted to the UNDP Pacific Office in Fiji.

Required Skills and Experience
Educational Qualifications
- A Bachelor’s Degree in Public Policy, Political Science, Development studies or relevant field.
Experience
- At least 7 years’ proven experience in drafting and reviewing policies for government
- Strong communication and facilitation skills and ability to establish good working relationships with stakeholders in a sensitive environment.
- Excellent written and oral English language skills.

Price Proposal and Schedule of Payments
Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:
Evaluation Method and Criteria Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. Technical Evaluation
