The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Protection Specialist-Gender Based Violence Specialist (1 Post)

 

Duty Station                   : Sittwe Office, Rakhine State

Reports to                      : Protection Project Manager- Gender Based Violence Manager

Overall purpose of the role:

The Gender based violence Specialist works as part of DRC’s GBV team in Sittwe under the direct supervision of the GBV Project Manager. This position is based in Sittwe with regular travel to Mrauk Oo working predominantly with DRC GBV team members, and sometimes with women and girls in camps, villages, and temporary displacement sites. The main responsibility of this position is to lead on the technical quality of prevention and response activities in the GBV team across Rakhine state including case management, psychosocial activities, and male engagement.

Geographic scope: Area (Rakhine)

The Gender based violence (GBV) Specialist works as part of DRC’s team under the direct supervision of the GBV manager and guidance and support of the Protection Technical Coordinator. The role is based in Sittwe and shall conduct regular field visits to the camps and villages from Sittwe, Pauktaw, Mrauk U and Kyataw. The position holder will require working with women and girls that had been internally displaced in camps.

Specific duties and responsibilities

The GBV Specialist is based in Sittwe with regular travel to Mrauk Oo and will be expected to perform the following duties:

Ensure DRC GBV programming is aligned with regional and internal strategies:

  • Attend Protection Working Group, GBV Sub-Sector, 16 Days of Activism meetings, GBVIMS taskforce
  • Develop strong relationships with GBV and related actors within Rakhine State including CSOs.
  • Work with other sectors within DRC especially but not limited to Protection and Child Protection to identify and implement joint working opportunities
  • Support the GBV Project Manager in the creation and delivery of GBV strategic work in Rakhine.
  • Work with PSS Specialist to develop and translation of Interagency and DRC’s existing PSS tools and materials

Provide direct technical supervision to GBV Team colleagues to ensure the quality of the programming:

  • Support the Team Leaders to ensure all prevention programming (including recreational, life skills, awareness sessions and curricula) is underpinned by PSS principles and responsive to women and girls’ needs
  • Provide one-on-one and group coaching sessions on key GBV topics and ensure that the enhanced knowledge of the team results in improved programming
  • Design and deliver training sessions for core GBV development topics for the GBV team and internal and external audiences
  • Support the team leaders to monitor the capacity of the incentive workers and design appropriate training materials
  • Provide technical supervision and support to GBV team members awareness raising, focus group discussions (FGD) and other community engagement activities together with GBV Prevention Team Leaders.
  • Help the GBV team in strategizing locations of the emergency response, and deciding topics on GBV prevention to be rolled out in each of the women and Girls centers
  • Complete donor quarterly reports and draft sections of the GBV project proposals
  • Support the GBV manager in identifying context based information to draft context specific activities,  awareness sessions and curricula implemented in the Women and Girls Centers.
  • Provide mentoring and coaching to the focal person of EMAP and Girl Shine team.
  • Support the Team Leaders to monitor the capacity of the incentive workers and design appropriate training materials

Ensure that the GBV programme is evidence-based:

  • Regularly review the MEAL data to gather evidence to inform current and future programming
  • Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify
  • Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines

ADMINISTRATION

  • Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources

Experience and technical competencies:

  • University (BA/BSc) degree in relevant field to include gender, nursing etc, and evidence of further specialist training.
  • At least 3 years' relevant experience working with a health, humanitarian or development organization, with excellent references.
  • Demonstrated practical experience in GBV/SRH work including case management, prevention activities and community engagement
  • Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
  • Have previous experiences working on Gender Based Violence areas and building staff capacity
  • Experience working in challenging environments with good personal resilience
  • Excellent interpersonal and communication skills.
  • Understanding of operational context in Rakhine State
  • Advance English proficiency
  • Additional local languages would be an asset.

We Offer:

  • Starting date of employment: September 2022.
  • Contract length: DRC’s fixed term employment contract includes a probation period of 3 months. Renewables depend on both funding and performance.
